TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTIONS 11-11-140 AND 11-11-150 SO AS TO LIMIT APPROPRIATIONS IN THE ANNUAL GENERAL APPROPRIATIONS ACT TO AN AMOUNT NOT TO EXCEED THE TOTAL OF RECURRING GENERAL FUND REVENUES COLLECTED IN THE LAST COMPLETED CALENDAR YEAR AND TO REQUIRE THE STATE BUDGET AND CONTROL BOARD TO USE A ZERO-BASE BUDGET PROCESS IN PREPARING ITS ANNUAL STATE BUDGET RECOMMENDATION TO THE GENERAL ASSEMBLY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 11, Title 11 of the 1976 Code is amended by adding:
"Section 11-11-140. General Fund appropriations in the annual general appropriations act may not exceed the total of recurring general fund revenues collected in the calendar year completed before the General Assembly first considers the annual general appropriations bill.
Section 11-11-150. The State Budget and Control Board shall use a zero-base budget process in the preparation of its annual budget recommendations to the General Assembly."
SECTION 2. This act takes effect July 1, 1994, and first applies for budget recommendations for fiscal year 1995-96.
