TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-19-25 SO AS TO ALLOW THE JOINT COMMITTEE TO REVIEW CANDIDATES FOR OFFICES ELECTED BY THE GENERAL ASSEMBLY TO ACCEPT APPLICATIONS FROM AND REPORT ITS FINDINGS AND RECOMMENDATIONS CONCERNING PERSONS WHO DESIRE TO BE ELECTED TO THE PUBLIC SERVICE COMMISSION AND WHO APPLIED TO THE MERIT SELECTION PANEL BUT WERE NOT NOMINATED BY THE PANEL, AND TO PROVIDE THAT THE GENERAL ASSEMBLY MAY ELECT SUCH PERSONS TO THE COMMISSION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 2-19-25. Notwithstanding the provisions of Chapter 3, Title 58, or any other provision of law, any person not ineligible to serve on the Public Service Commission under Section 58-3-24 who has made a completed application to and been interviewed by the Public Service Commission Merit Selection Panel for an existing or upcoming vacancy on the commission may also file a notice of intention to seek the position with the Joint Committee. The Joint Committee, whether or not that person has been nominated by the Merit Selection Panel for the position, may report its findings and recommendations regarding that person to the General Assembly, and the General Assembly may elect that person to the position."
SECTION 2. This act takes effect upon approval by the Governor.
