TO ESTABLISH A SITE FOR A PERMANENT CONFEDERATE WAR MEMORIAL AND TO SPECIFY HISTORICAL DATES ON WHICH TO FLY THE CONFEDERATE FLAG.
Whereas, the well-being and cooperation of all citizens of South Carolina toward better government is desirable; and
Whereas, the symbols and insignias of our State should represent all citizens of our State; and
Whereas, it also is desirable for citizens of South Carolina to honor our heritage and hold up our forefathers' bravery and courage; it is appropriate that we reflect on South Carolina's participation in the War of Northern Aggression; and
Whereas, it is desirous to hold up to the future generations, the bravery, honor, and moral courage of our forefathers for firing on Fort Sumter and initiating the act of secession; and
Whereas, there are citizens of our State who do not feel the flying of the Confederate Battle Flag honors their heritage or ideals. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. There is established a site for a permanent Confederate War Memorial on the grounds of the State House to include the Confederate Battle Flag. The flying of the Confederate Battle Flag atop the State House will occur in memorial on the following occasions and only those dates and occasions:
January 19 Robert E. Lee's Birthday
January 21 Thomas Jonathan (Stonewall) Jackson's Birthday
February 17 Burning of Columbia
March 9 The Battle of the Monitor and Merrimac
March 28 Wade Hampton's Birthday
April 1 Wade Hampton's Death
April 12 First shot at Fort Sumter
April 19 Surrender of Lee's Army at Appomattox
April 26 Lincoln orders blockade of all Southern ports
May 10 Confederate Day--President Johnson declared war over
May 26 Last of Confederate Forces surrendered
Last Monday
in May Memorial Day
June 3 Jefferson Davis' Birthday
June 10 Confederate Congress authorizes conscription 17-50 years

SECTION 2. This joint resolution takes effect upon approval by the Governor.
