The House assembled at 10:00 A.M.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
We thank You, Heavenly Father, for Your promise to be with us in every circumstance and condition of life: both when the sun shines upon us and when the shadows surround us. If we should walk in the path of darkness, teach us patience; or in the path of desperation, increase our faith; or in the path of despair, endow us with endurance. Cause us always to know that our destination is determined more by our inner attitude than by our outer circumstances.
At all times, enable us to hear clearly the words of the Prophet Isaiah: "Be of good courage and He shall strengthen Your heart, all you that hope in the Lord." (Isaiah 31:24) Amen.
