As we go about the important business of living, teach us, good Lord, to know that experience is yesterday's preparation for today's challenges. Make clear in our minds that Your Word is not just to hear, but moreso to live. Keep us keenly aware that people will measure us not by our intentions, but by our actions; that small deeds properly done are so much better that intentions planned. Keep us moving forward, looking upward, knowing that he who has his face toward the sun will find that the shadows are always behind him.
May our prayer be that of the Psalmist: "Show me the path of life." (Psalm 16:11) Amen.

Whereas, the House of Representatives has received the communication of Mr. C. Bradley Hutto, counsel to Mr. Norman E. Fogle, in which Mr. Fogle withdraws his appeal of the results of the House District #96 election, and
Whereas, this communication has been published in the House Journal, and
Whereas, the Speaker of the House had previously referred this matter to the Judiciary Committee for its study and recommendation,
IT IS NOW ORDERED that the House of Representatives accept Mr. Fogle's withdrawal and that the Judiciary Committee cease its study of the appeal. The appeal of the election results in House District #96 contest is now officially concluded. The Order of the Board of State Canvassers upholding the election of respondent Elsie Rast Stuart is upheld. Elsie Rast Stuart is declared the winner of the House District #96 election.

That the General Assembly of the State of South Carolina, by this resolution, designates March 16, 1993, as "Freedom of Information Day" in South Carolina, recognizes the contributions of the South Carolina State Library to an informed citizenry, and encourages the public to visit the State Library's exhibit of the "Ten Most Notable State Documents" published in 1992, located in the State House Lobby during the week of March 8, 1993.
Be it further resolved that a copy of this resolution be forwarded to James B. Johnson, Jr., Director, South Carolina State Library.

TO IMPOSE A ONE-TIME TWO HUNDRED FIFTY DOLLAR ADDITIONAL LICENSE TAX ON ALL COIN-OPERATED MACHINES OF THE NONPAYOUT TYPE, IN-LINE PIN GAMES, OR VIDEO GAMES WITH A FREE PLAY FEATURE LICENSED FOR ANY PERIOD FALLING BETWEEN JULY 1, 1993, AND JUNE 30, 1994, TO REQUIRE THE REVENUE TO BE CREDITED TO A SPECIAL ACCOUNT AND USED BY THE TAX COMMISSION EXCLUSIVELY TO PURCHASE METERING DEVICES TO MONITOR SUCH MACHINES ON A TWENTY-FOUR HOUR BASIS, AND TO REQUIRE THE TAX COMMISSION TO ADMINISTER THE FUND AND IMPLEMENT THE MONITORING PURSUANT TO REGULATIONS APPROVED BY THE GENERAL ASSEMBLY; TO AMEND SECTION 56-5-4160 OF THE 1976 CODE, RELATING TO PENALTIES FOR EXCESS TRUCK WEIGHTS, SO AS TO REDUCE THE PENALTIES FOR EXCESS GROSS WEIGHT, REDUCE THE CRIMINAL PENALTY, CHANGE A CRIMINAL PENALTY TO A CIVIL PENALTY, ALLOW THE CIVIL PENALTY TO BE SUSPENDED, DELETE PROVISIONS RELATING TO THE JURISDICTION OF MAGISTRATES IN TRUCK WEIGHT VIOLATIONS, REQUIRE THE CIVIL PENALTY TO BE REMITTED TO THE COUNTY WHERE THE VIOLATION OCCURRED, AND DELETE THE SEPARATE UNIFORM CITATION FOR SIZE AND WEIGHT VIOLATIONS AND THE NOTICE PROVISIONS OF THE UNIFORM CITATION; Amend the bill, as and if amended, by striking Section 59-20-23, as contained in SECTION 1, and inserting:
/Section 59-20-23. When an appeal of the assessed value of property assessed pursuant to Section 12-43-220(a) extends for more than two years and the amount in dispute is more than thirty percent of the total of assessed value of property in the school district in which the property under appeal is located, the index of taxpaying ability for the school district must be calculated using the value asserted by the taxpayer in the appeal.
If the final settlement of the appeal provides for an assessed value greater than the value asserted in the taxpayer's appeal, the local school district, within twelve months, must remit to the general fund of the State any additional funds received from the State Department of Education due to the utilization of the value of the facility asserted in the taxpayer's appeal.
Any funds remitted to the general fund of the state pursuant to this section are considered current fiscal year funds appropriated under the Education Finance Act and must be included in the next distribution of such funds to school districts./
