Reps. GAMBLE, STUART, SHISSIAS, PHILLIPS and McCRAW proposed the following Amendment No. 71 (Doc Name L:\council\legis\amend\GJK\20586SD.94), which was adopted.

Amend the bill, as and if amended, Part IB, SECTION 35, which begins on page 579, by adding an appropriately numbered paragraph to read:

/ . On January 1, 1995, the Food Stamp Fraud Unit of the Department of Social Services is hereby transferred to the Attorney General's office, and the duties, powers, and functions of the Food Stamp Fraud Unit, as provided by law, are devolved upon the office of the Attorney General on this date. On January 1, 1995, the employees, appropriations, and property of the Food Stamp Fraud Unit of the Department of Social Services also are transferred to and become a part of the office of the Attorney General in the manner the Budget and Control Board shall provide./

Amend the bill, as and if amended, Part IB, Section 129, General and Temporary, by adding an appropriately numbered paragraph to read / Effective July 1, 1994, no attorney, or individual with whom he is associated or business with which he is associated shall be retained with state, federal or other funds appropriated herein, including funds of the Insurance Reserve Fund administered by the Division of Insurance Services of the Budget and Control Board, if such attorney, or individual with whom he is associated or business with which he is associated or immediate family member makes a contribution in excess of one thousand dollars $1,000 to the campaign fund of the Attorney General/

The SPEAKER stated that it met the test of germaneness as it was a restriction on the Insurance Reserve Fund which was a specific line item and the overruled the Point of Order.
