TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-53-1885 SO AS TO AUTHORIZE A TECHNICAL EDUCATION COMMISSION SERVING THE AREA WITHIN WHICH A SCHOOL DISTRICT IS LOCATED TO PROVIDE VOCATIONAL EDUCATION TRAINING TO THE HIGH SCHOOL STUDENTS OF THE DISTRICT UPON THE REQUEST OF THE SCHOOL DISTRICT WITH THE CONSENT OF THE COUNTY GOVERNING BODY IF THE DISTRICT DOES NOT HAVE UNLIMITED FISCAL AUTONOMY, TO PROVIDE THAT FUNDS GENERATED FROM AD VALOREM PROPERTY TAXES FOR SCHOOL PURPOSES MAY BE USED TO COMPENSATE THE AREA TECHNICAL EDUCATION COMMISSION FOR PROVIDING THIS TRAINING, AND TO PROVIDE FOR CERTAIN REIMBURSEMENT TO THE AREA TECHNICAL EDUCATION COMMISSION FROM THE STATE BASED ON THE NUMBER OF HIGH SCHOOL STUDENTS ATTENDING SUCH VOCATIONAL TRAINING.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-53-1885. In addition to the authority of a school district to affiliate with other school districts under Section 59-53-1880 for the purpose of providing vocational education facilities and programs to serve an area not exclusively within a single school district, the board of trustees of a school district if it has unlimited fiscal autonomy or the board of trustees of a school district with the consent of the county governing body if it does not have unlimited fiscal autonomy may contract with the technical education commission serving the area within which the district is located to provide vocational education training to high school students of the district. Funds generated from ad valorem property taxes for school purposes may be used to compensate the area technical education commission for providing this training. In addition, the area technical education commission shall be reimbursed by the State through the State Board for Technical and Comprehensive Education for the number of high school students attending such vocational training in the same manner the area technical education commission is reimbursed for other students attending technical training."
SECTION 2. This act takes effect upon approval by the Governor.
