Indicates Matter Stricken
Indicates New Matter

The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear the prophet Jeremiah, Chapter 29, (v. 11f):

"For surely I know the plans I have

for your welfare, says the Lord, and

not for harm, to give you a future

with hope. Then when you call upon

Me and come and pray to Me, I will

hear you."
Let us pray.

Dear Lord, it is the waywardness of human nature that weaves and enslaves us in a tangled web. Our spirits become jaded in the deal.

It is reassuring and comforting to know that You have a plan for our lives. Help us to find Your plan for our lives.

Let us, who have received so much, be willing to give much in service to our people.

By our faithful stewardship this day, may we put out the word that truly "THINE IS THE KINGDOM, AND THE POWER AND THE GLORY FOREVER AND EVER."

Amen.

Point of Quorum

Senator RICHTER made the point that a quorum was not present. It was ascertained that a quorum was not present.

VETO OVERRIDDEN

(R78) S. 732 -- Senator Drummond: AN ACT TO AMEND ACT 902 OF 1964, AS AMENDED, RELATING TO THE ABBEVILLE COUNTY HISTORIC PRESERVATION COMMISSION, SO AS TO INCREASE THE MEMBERSHIP OF THE COMMISSION FROM SEVEN TO ELEVEN MEMBERS.

STATE OF SOUTH CAROLINA

OFFICE OF THE GOVERNOR

May 17, 1995
Mr. President and Members of the Senate:

I am hereby returning without my approval S. 732, R. 78, an Act:
TO AMEND ACT 902 OF 1964, AS AMENDED, RELATING TO THE ABBEVILLE COUNTY HISTORIC PRESERVATION COMMISSION, SO AS TO INCREASE THE MEMBERSHIP OF THE COMMISSION FROM SEVEN TO ELEVEN MEMBERS.

This veto is based upon my belief that S. 732, R. 78 of 1995, is unconstitutional. It is clearly an act for a specific county. Article VIII, Section 7 states that "[n]o laws for a specific county shall be enacted."

Printed Page 3118 . . . . . Wednesday, May 24, 1995

For the above reason, I am returning S. 732, R. 78, without my signature.

Sincerely,
David M. Beasley

Senator DRUMMOND moved that the veto of the Governor be overridden.

The question was put: Shall the Act become law, the veto of the Governor to the contrary notwithstanding?
