TO EXPRESS THE APPRECIATION OF THE STATE OF SOUTH CAROLINA TO THE DESCENDANTS OF CARL MILTON MCKINNON AND HIS WIFE, ESSIE CARTER MCKINNON, OF DARLINGTON COUNTY, INCLUDING MRS. GWENDOLYN MCKINNON OLIVER, MRS. ELEANOR MCKINNON OLIVER (DECEASED), AND HER HUSBAND, CALDWELL HARDY OLIVER, SR., SEWALL KEMBLE OLIVER III, CALDWELL HARDY OLIVER, JR., AND MILTON MCKINNON OLIVER FOR THEIR GENEROSITY IN DONATING SUBSTANTIAL TRACTS OF LAND IN DARLINGTON COUNTY TO THE HERITAGE TRUST PROGRAM.
Whereas, the descendants of Carl Milton McKinnon and Essie Carter McKinnon of Darlington County, including Mrs. Gwendolyn McKinnon Oliver, Mrs. Eleanor McKinnon Oliver, Caldwell Hardy Oliver, Sr., Sewall Kemble Oliver III, Caldwell Hardy Oliver, Jr., and Milton McKinnon Oliver have generously and selflessly given tracts of land of substantial value to the South Carolina Heritage Trust Program; and
Whereas, this tremendous contribution to our State will allow the Heritage Trust Program to further accomplish its goal of preserving South Carolina's environmentally significant and pristine natural areas which harbor endangered plant and animal species; and
Whereas, these tracts of land are comprised of two hundred seventy-five acres, to be known as the McKinnon Heritage Preserve, and are especially valuable in that they contain five separate and distinct natural communities, ranging from lowland swamp to upland sandhill, with minimal soil disturbance over generations, providing complete preservation of original ecosystems; and
Whereas, this generous gift is particularly significant to the citizens of Darlington County and the community of Hartsville in that the property is adjacent to the Segars Heritage Preserve complementing and expanding this vital sanctuary and creating the largest preserve contained within the corporate limits of a municipality in the State of South Carolina; and
Whereas, through this gift, the people of our State will forever be able to enjoy the dark and winding waters of Black Creek, the stately cypress swamp, the graceful flight and beautiful calls of its feathered inhabitants, and a natural beauty and peace so profound that it cannot be adequately described to those who have not seen it; and
Whereas, the people of South Carolina recognize that it is particularly meaningful to have families join together in such a gift that is indicative of their selfless spirit and generosity; and
Whereas, the members of the General Assembly, by this resolution, on behalf of all South Carolinians, would like to publicly recognize and thank each of these property owners for their contribution to the natural heritage of our State which will henceforth be preserved for future generations. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly hereby express the deep appreciation of the State of South Carolina to the descendants of Carl Milton McKinnon and his wife, Essie Carter McKinnon of Darlington County, including Mrs. Gwendolyn McKinnon Oliver, Mrs. Eleanor McKinnon Oliver (deceased), and her husband, Caldwell Hardy Oliver, Sr., Sewall Kemble Oliver III, Caldwell Hardy Oliver, Jr., and Milton McKinnon Oliver for their generosity in donating substantial tracts of land in Darlington County to the Heritage Trust Program.
Be it further resolved that a copy of this resolution be forwarded to the Carl Milton and Essie Carter McKinnon Family of Darlington County.
