EXPRESSING THE GENERAL ASSEMBLY'S BELIEF THAT WESTERN CAROLINA REGIONAL SEWER AUTHORITY (WCRSA) HAS ACTED IN GOOD FAITH IN CRAFTING A PROPOSAL WITH RESPECT TO THE REEDY RIVER TRUNK LINE CONSTRUCTION PROJECT THAT TAKES INTO CONSIDERATION THE CONCERNS OF PROPERTY OWNERS WHILE PROTECTING WCRSA'S RATEPAYERS AND COMMENDING WCRSA FOR ITS ACTIONS TO PRESERVE THE NATURAL ENVIRONMENT OF THE UPSTATE.
Whereas, Western Carolina Regional Sewer Authority (WCRSA) is mandated with protecting and preserving the environment of Upstate South Carolina; and
Whereas, WCRSA has developed a relationship with the community it serves through neighborhood programs such as the biannual river cleanup sponsored by the Friends of the Reedy River; and
Whereas, WCRSA is under a court-ordered mandate to protect the Reedy River and other natural resources in the Upstate by developing environmentally-sound routes for the Reedy River Trunk Line; and
Whereas, WCRSA has leveraged its corporate expertise to ensure that the natural environment is considered and protected throughout the entire life of the Reedy River Trunk Line construction project; and
Whereas, WCRSA has tirelessly worked with community leaders, community members, and property owners to cooperatively overcome any obstacles that have developed during the design phase of the Reedy River Trunk Line; and
Whereas, WCRSA has stood fast and considered an unnecessary increase in rates for its customers an act of irresponsibility; and
Whereas, WCRSA continues to serve the citizens of South Carolina as a responsible corporate citizen by negotiating with concerned property owners in order to develop a compromise agreeable and equitable to all parties. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the General Assembly of the State of South Carolina, by this resolution, expresses the belief that Western Carolina Regional Sewer Authority (WCRSA) has acted in good faith in crafting a proposal with respect to the Reedy River Trunk Line construction project that takes into consideration the concerns of property owners while protecting WCRSA's ratepayers and commends WCRSA for its actions to preserve the natural environment of the Upstate.
Be it further resolved that a copy of this resolution be forwarded to WCRSA.
