Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

God of love and mercy, we remember before You today our much respected co-worker and friend, Jean Laney Harris. We thank You for giving her to us to know and to love in this House of Representatives and in our pilgrimage on earth. In Your boundless care and compassion, console us who mourn. May we feel the abundance of Your presence that we may see in death the door to eternal life. Keep us aware of the shortness and uncertainty of human life. Help us, we pray, in the midst of things we cannot understand to lean heavily upon Your strong right arm of love and strength.

To You, O God, we ascribe all honor and glory, now and forever.

Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

MOTION ADOPTED

Rep. BOAN moved that when the House adjourns, it adjourn in memory of the Honorable JEAN HARRIS of Cheraw, which was agreed to.

STATEMENT BY REP. BOAN

On motion of Rep. J. BROWN, with unanimous consent, Rep. BOAN's remarks were ordered printed in the Journal as follows:

"Mr. Speaker, Ladies and Gentlemen of the House:
We come to this chamber to debate the public policy issues of this State and we make an effort to improve the quality of life of our citizens. Sometimes we take our work here so seriously and we get into heated debate and emotions run high; and that is how it should be. But, sometimes when death takes a loved one - a close friend - or a family member, those issues we debate in this chamber seem less important. That is even more evident when the loss is a colleague of this House. The death of Jean Harris should put life's issues in perspective. Ten days ago she was a veteran, an influential member of the Legislature... today she is gone but not forgotten. This afternoon at three o'clock in Cheraw she will be eulogized, remembering her priorities of devotion of family, love of community, and sharing of public service. I had the opportunity to work with and get to know Jean Harris - quite well both personally and politically over the past fourteen years. Jean was known for her style and beauty. She always spoke with a sweet, soft-spoken voice; even on issues for which she had great passion. She had addressed this body with poise and self-control. She had an ability to be able to interact with anyone, whether it was a plant manager or a factory worker, the Governor or a state employee... Jean worked with the same confidence and comfort level. She met everyone with that kind, gentle approach. Jean's political side however, was somewhat of a paradox. As easy going as Jean Harris was, she knew how to play the game of politics. Even in an environment like this that can sometimes be pretty tough, she always maintained her integrity and dignity, but she was still effective on the issues that she felt strongly about. One-on-one she could be relentless. In her races for trustees or other candidates she was tenacious. She worked tirelessly for her people. The areas of education, the arts and cultural affairs are where her loss will take its greatest toll. She was always a strong advocate for the public education system. The Governor's School for Math and Science in Hartsville was a project that began with her effort. Her influence has positively impacted every county library in this State, and the Vocational Education system and the Technical Education systems have been blessed by her support. She had in the last few weeks successfully convinced the Joint Bond Review Committee to include funding for Chesterfield-Marlboro Tech in the 1997 Bond Bill. Jean Harris raised our awareness to the necessity of the arts as a part of educational and cultural development. She played a major role in the recognition of South Carolinians in their contributions to the Arts with the Folk Heritage Award and the Elizabeth O'Neil Verner Award. She was a supporter of the expanded role of the Governor's School for the Arts. She recognized the importance of Parks, Recreation and Tourism in the quality of life for South Carolinians and the economic benefits of the State. She was extremely proud of Cheraw State Park and more than anyone, directed the expansion of the amenities at the facility and turned it into a major tourism attraction in the Pee Dee. Jean Harris was the epitome of a Southern lady with charm and grace. I am going to miss her. She will be missed by the people of Cheraw and Chesterfield County. She will be missed by this General Assembly. Jean will be missed by the many South Carolinians whose lives were touched by her public service. She will be missed but never forgotten. The next time we get into an emotional debate in this chamber about issues that effect the quality of the lives of our citizens, maybe we should remember Jean Harris' priorities and the manner in which she advanced them. Maybe we, and the State will be better for it."

Whereas, the dedicated public safety telecommunications personnel daily serve the citizens of South Carolina by answering their telephone calls for police, fire, and emergency medical services and dispatching the appropriate assistance as quickly as possible; and

Whereas, the critical functions performed by professional public safety telecommunications personnel also include those related to forestry and conservation operations, highway safety and maintenance activities, and many other operations performed by federal, state, county, and municipal government agencies; and

Whereas, professional public safety telecommunications personnel work to improve the emergency response capabilities of these communication systems through their leadership and participation in training programs and other activities provided by the Association of Public Safety Communications Officials-International, Inc.; and

Whereas, the Association of Public Safety Communications Officials-International, Inc., an organization of more than ten thousand people engaged in the design and operation of emergency response communications systems, has set aside the second week in April to recognize public safety telecommunications personnel and their crucial role in the protection of life and property. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

Whereas, during her eighteen years in the House of Representatives, she was Chairman of the Joint Legislative Committee on Cultural Affairs and was an outspoken advocate and ardent supporter of the arts and cultural resources of the State; she had been Second and First Vice Chairman of the House Operations and Management Committee, had served on the House Labor, Commerce and Industry Committee, and at the time of her death, served as a member on the powerful House Ways and Means Committee and the State House Committee; and

Whereas, Jean Harris was an outstanding individual and active civic leader who sacrificed much to be a full-time governmental leader and dedicated public servant; yet she found the time to be thoroughly devoted to her family, whose love and support enabled her, and encouraged her, to serve the Palmetto State; and

Whereas, she was a great friend to her community and known as an avid supporter of Cheraw State Park, whose golf course is named after her; and

Whereas, she was committed to historic preservation efforts locally and statewide; and

Whereas, she was a former board member of the Spoleto Festival, Coker College, and the Governor's School for the Arts; and

Whereas, she was the recipient of many honors and awards, including: recognition for her contributions to art education in South Carolina (1987); appreciation for faithful service by the Chesterfield County Mental Retardation Board (1990); Clemson University Extension Service Award for outstanding service in Chesterfield County (1991); award for extraordinary services to higher education by the University of South Carolina (1991); award of excellence in appreciation of continued contributions to the quality of life and economic development of the Cheraw area by the Greater Cheraw Chamber of Commerce (1993); South Carolina Alliance for Arts Education (1993); Meritorious Service Award by the South Carolina Governor's School for the Arts (1994); and Friends of Chesterfield for outstanding service by the Greater Chesterfield Chamber of Commerce (1994); and

Whereas, she is survived by her husband, The Honorable Charles Anthony Harris, a former member of the House of Representatives and the South Carolina Senate and retired Judge of the Fourth Judicial Circuit; four children, Lorraine Harris Knight and Anthony, Meg, and Frederick Harris; a grandson, Harris Knight; a brother, Campbell Laney; and a sister, Ethel Ann Streater; and

Whereas, the loss of this outstanding and distinguished colleague leaves a void which can never be adequately filled; and

Whereas, she departed this life with tremendous respect, admiration, and love from countless devoted friends and associates; and

Whereas, we want the family and the many friends of The Honorable Jean Laney Harris to know that they are uppermost in our thoughts and prayers and have our deepest sympathy and love. Now, therefore,

Whereas, Sheila's career in the political arena began as a Page in the South Carolina House of Representatives in 1985 through 1987; during the summer of 1987 she was selected by our United States Senator Strom Thurmond to his Internship Program in Washington, D.C.; during the fall of 1987 she served as an Intern with the South Carolina Division of Tourism (now known as the South Carolina Department of Parks, Recreation and Tourism) in their National News program; in January of 1988 she was named Assistant Chief Page of the South Carolina House of Representatives; she became the Index Clerk of the House of Representatives in March of 1988; and beginning in September of 1988 she was promoted to the position of Recording Clerk of the House of Representatives and has continued to serve in this capacity; and

Whereas, Sheila has assumed additional duties over the past years with a cooperative attitude and assimilated the new tasks seemingly with ease; and

Whereas, the Clerk and staff are responsible for the publication of the South Carolina Legislative Manual, a 550-page document relating to state and federal government; they distribute approximately 21,000 copies to various agencies and individuals; Sheila is instrumental in accumulating the information, entering it into the computer, and verifying its accuracy; and while this is only one facet of her job, she is constantly monitoring the flow of work on the Manual along with her other duties, which include maintaining various up-to-date lists of information on the members of the General Assembly, standing committees, and the Rules of the House and Senate; and

Whereas, she is a vital link to an efficient Clerk's staff and her next employer will find in her a highly competent, confident, and motivated individual; and

Whereas, Sheila B. Harvey, through her involvement as a member of the American Society of Legislative Clerks and Secretaries, a member of the New Directions of the American Cancer Society, United Way volunteer, and Richland Memorial - Children's Hospital Telethon volunteer, has demonstrated a true concern for the continued growth and development of her professional career, as well as giving of her time and talents to the people of the Palmetto State; and

Whereas, Sheila, during her tenure as Recording Clerk to the Clerk of the South Carolina House of Representatives, established a reputation of working diligently as a public servant with all the members of the General Assembly, staff, and any other persons who needed her assistance; and

Whereas, Sheila B. Harvey, without question, is one of the nicest and most personable individuals ever to work in the State Capitol complex, and she will be sorely missed by her many friends throughout state government; and

Whereas, Sheila departs the Chambers of the House of Representatives to begin a new chapter in her life with an upcoming marriage to Robert L. Chapman, Jr., of Cowpens, South Carolina, on April 12, 1997, and we wish them the very best on this most happy occasion; and

Whereas, the members of the House of Representatives, with mixed sadness and joy, shall say goodbye to one of its most knowledgeable and likeable staff members on February 3, 1997. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, express appreciation for the distinguished service of their Recording Clerk, Sheila B. Harvey, on the occasion of her departure from the House Desk and to publicly recognize, commend, and congratulate this truly fine, outstanding young woman.

Be it further resolved that a copy of this resolution be presented to Sheila B. Harvey.

Stille, Parks, Townsend and Carnell: A HOUSE RESOLUTION EXTENDING THE PRIVILEGE OF THE FLOOR OF THE HOUSE OF REPRESENTATIVES TO THE ABBEVILLE HIGH SCHOOL FOOTBALL TEAM, COACHES, SUPPORT STAFF, AND SCHOOL OFFICIALS ON A DATE AND AT A TIME TO BE DETERMINED BY THE SPEAKER FOR THE PURPOSE OF RECOGNIZING THE TEAM'S ACCOMPLISHMENTS, INCLUDING ESPECIALLY ITS WINNING THE 1996 CLASS AA STATE CROWN.

Be it resolved by the House of Representatives:

That the privilege of the floor of the House of Representatives be extended to the Abbeville High School football team, coaches, support staff, and school officials on a date and at a time to be determined by the Speaker for the purpose of recognizing the team's accomplishments, including especially its winning the 1996 Class AA state crown.
