    A BILL TO AMEND ACT 258 OF 1998, RELATING TO GENERALLY TO THE ISSUANCE SUSPENSION, REVOCATION, AND RENEWAL OF A BEGINNER'S PERMIT, SPECIAL RESTRICTED DRIVER'S LICENSE, PROVISIONAL DRIVER'S LICENSE, AND REGULAR DRIVER'S LICENSE, THE EFFECT OF CERTAIN CONVICTIONS ON A PERSON'S DRIVING RECORD, ISSUANCE OF CERTIFICATES FOR COMPLETING A DRIVER TRAINING COURSE, EXCEPTIONS FROM THE DRIVER'S LICENSING REQUIREMENT, THE TESTING OF THE BAC DATAMASTER, THE ISSUANCE OF LAW ENFORCEMENT OFFICER CERTIFICATES, AND THE OPERATION OF COMMERCIAL MOTOR VEHICLES, SO AS TO PROVIDE THAT A PERSON WHO IS A HOLDER OF A SPECIAL RESTRICTED DRIVER'S LICENSE MAY OBTAIN A REGULAR DRIVER'S LICENSE BEFORE THE AGE OF SEVENTEEN UNDER CERTAIN CIRCUMSTANCES; AND TO REPEAL SECTION 56-1-141, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE SUCCESSFUL COMPLETION OF A QUALIFIED SCHOOL DRIVER'S EDUCATION PROGRAM AS EQUIVALENT TO MEETING THE DEPARTMENT OF PUBLIC SAFETY'S STANDARDS TO OBTAIN A PERMIT OR DRIVER'S LICENSE.-AMENDED TITLE
