TO AMEND RULE 5.3 OF THE RULES OF THE HOUSE OF REPRESENTATIVES, RELATING TO THE GENERAL APPROPRIATIONS BILL AND SUPPLEMENTAL APPROPRIATIONS BILLS, SO AS TO REQUIRE A SEPARATE VOTE ON EVERY PROVISION IN SUCH A BILL ADDING OR AMENDING PERMANENT LAW IF THE PROVISION DID NOT APPEAR IN THE BILL AS PASSED BY THE HOUSE OR IF THE PROVISION WAS AMENDED AFTER THE BILL PASSED THE HOUSE BEFORE THE HOUSE VOTES TO APPROVE A CONFERENCE OR FREE CONFERENCE REPORT ON SUCH A BILL AND TO PROVIDE THAT FAILURE TO APPROVE A PERMANENT LAW PROVISION IN THIS SEPARATE VOTE IS DEEMED A VOTE REJECTING THE CONFERENCE OR FREE CONFERENCE REPORT ON THE BILL.
Be it resolved by the House of Representatives:
That Rule 5.3C of the Rules of the House of Representatives is amended to read:
"C. Report of Conference of Committee: The following requirement applies to the report of the Conference Committee on the Annual Appropriations Bill:
(1) Any provision offered for inclusion in the Annual Appropriations Bill which increases or decreases the most recent official projection of general fund revenues of the Board of Economic Advisors may not be included in the bill or recommendation unless the revenue impact is certified by the Board of Economic Advisors. Changes to the official general fund revenue estimate as a result of such provisions may not exceed amounts certified by the Board of Economic Advisors. This requirement is in addition to other provisions of law regarding fiscal impact statements.
(2) Before a vote may be taken to approve a conference or free conference report on the annual general appropriations bill or a supplemental appropriations bill that includes any provision changing permanent law either not included in the bill as it passed the House, or which was amended after the bill passed the House, a separate vote is required on each such provision. If a permanent law provision is not approved in the separate vote, and not withstanding any other provision of these rules, this failure is deemed a rejection of the conference or free conference report on the bill."
