SINGLETON OF MYRTLE BEACH FOR HIS UNMATCHED CONTRIBUTIONS TO THE CITY OF MYRTLE BEACH AND THE GRAND STRAND AND HIS VISION AND PERSISTENCE IN PROMOTING THE CONSTRUCTION OF THE CAROLINA BAYS PARKWAY.

Whereas, John B. Singleton was born March 14, 1932, and grew up in Myrtle Beach; and

Whereas, he was graduated from the University of South Carolina School of Pharmacy in 1954; and

Whereas, he was a member of the Myrtle Beach Jaycees from 1957-1961, and was named by that chapter as the "Young Man of the Year" in 1960, the same year he served as the first chairman of the "Miss Sun Fun USA" Beauty Pageant; and

Whereas, he served from 1966-1974 on Myrtle Beach City Council, both as Mayor Pro Tem and Police Commissioner during both terms; and

Whereas, he worked fifty years in independent retail pharmacy as part owner of Walgreen's in Myrtle Beach and owner of Northside Pharmacy, Southside Pharmacy, Professional Mall Pharmacy, Medical Plaza Pharmacy, and Northside Healthcare, all in Myrtle Beach; and

Whereas, he was an organizer of the Grand Strand Pharmaceutical Association, member of the National Association of Retail Druggists, and the South Carolina Pharmaceutical Association, where he served on legislative committees and networks; and

Whereas, his personal dedication to improving Myrtle Beach extended far beyond elective office as evidenced by his active membership in First United Methodist Church, chairmanship of the City Heart Fund Drive, and volunteerism with the March of Dimes, Tara Hall, and many other charitable efforts; and

Whereas, he was active in the Myrtle Beach Hospitality Association, a founder of Anchor Bank, Chairman of the Myrtle Beach Downtown Redevelopment Commission, on the Board of the Myrtle Beach Area Chamber of Commerce, and named its Citizen of the Year in 1992 for his diligent work for funding of the Carolina Bays Parkway and his many other community commitments; and

Whereas, he served as Chairman of the Carolina Bays Parkway Task Force, a group of local citizens dedicated to constructing a new hurricane evacuation route; and

Whereas, his untimely death in January, 1995, was an unmeasurable loss to his community and State; and

Whereas, it is appropriate for the members of the General Assembly to pause in their deliberations so that they might recommend to the Department of Transportation that the vision of John Singleton, the Carolina Bays Parkway, bear the name of this distinguished son of South Carolina, and in so doing honor his memory and express their appreciation for his lifelong service to his community and State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina request the Department of Transportation to name the Carolina Bays Parkway the John B. Singleton Parkway to honor the memory of this distinguished South Carolinian and to erect appropriate signs or markers to implement this designation.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation, the family of the late John B. Singleton, and the mayor and council of the City of Myrtle Beach.

Morris, Chairman of the Board of Directors of Easter Seals South Carolina, and ably assisted by William Jefferson Flanders, State President, and Alisa Mosley, Executive Director of the South Carolina Law Enforcement Officers' Association, and Thomas L. Sponseller, Executive Director and Matt Brightwell, State President of the South Carolina Restaurant Association, this program is destined to raise hundreds of thousands of dollars to aid our very deserving children and adults and assist them in overcoming their disabilities; and

Whereas, the "B.A.C." buttons go on sale Wednesday, April 5, 2000; and

Whereas, the "B.A.C." project and all other programs of Easter Seals South Carolina deserve the support, merit, and praise of all citizens of the State. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That Wednesday, April 5, 2000, is designated "Disabilities Day" in South Carolina and that representatives of Easter Seals South Carolina, the South Carolina Law Enforcement Officers' Association, and the South Carolina Restaurant Association, all representing Josh MacDonald, son of Candy and Alan MacDonald of Anderson, Toby Lyle Wilson, son of Ruthena and Charlie Wilson of Georgetown, Karl Hoecke, son of Catherine and W. C. Hoecke of Columbia, Trevor Conrad, son of Suzan Conrad of Greenville, Melvin Isiah Williams, son of Crystal S. Be it further resolved that a copy of this resolution be forwarded to the President and Chief Executive Officer of Easter Seals South Carolina for distribution to the state chairmen of the various phases of the Easter Seals South Carolina's campaign and the "B.A.C." project, as well as to the Easter Seals South Carolina representatives themselves.

Mr. Speaker...distinguished members of the House, I rise today to bid farewell to an institution filled with people I have grown to love over the past four years...friendships that I hope will last for many years to come.

I remember distinctly my first days in Columbia as a newly elected member of the body. I recall the anticipation of settling in...the fear of stumbling over myself...but more importantly, the excitement of having an opportunity to serve North Augusta and the great State of South Carolina. I sat in amazement those few weeks at the end of the 1996 session, totally bewildered at the barrage of conference reports that I was supposed to understand, even though I had not been privy to the actual debate. I often joked that sometimes I felt as though I got off at the Riverbanks Zoo exit, instead of Assembly Street. But, with the able assistance of seatmates like Roland Smith and Rudy Mason, the task became manageable.

I realized quickly that, despite our differences, this body is as cohesive as any family. I felt welcome from my first day and I thank each of you for your friendship and assistance as we carried out the duty of representing all the citizens of this State. I stand before you with mixed emotions...sadness at the thought of not being able to participate in this process, anticipation of the new responsibilities I'm about to face, and pleasure at the opportunity Attorney General Condon has provided to me.

Mr. Speaker, I would like to offer a personal word of thanks to you. Your professionalism, leadership, and friendship have been beyond reproach and I believe this institution is a better place because of you.

Ladies and gentlemen, these chambers are a place of honor. Look around you at the portraits of the people who have served before you and continue to serve with you. Maintain their honor--always! Serve respectfully, for our honor is all we have in the end. Thank you, for it has been my distinct pleasure to serve with each of you.

Whereas, in honoring all those who have served in the nation's Armed Forces, it is appropriate to pay a special tribute to those whose courage and valor earned for them the Medal of Honor. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina request the Department of Transportation to name the Conway Bypass the "Veterans Highway" and at specific and separate interchanges along the bypass to honor the recipients of the Medal of Honor from each branch of the Armed Forces of the United States and to erect appropriate signs or markers to implement these designations.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.

Whereas, Jacqueline "JacAdelle" Blackwell Beasley, mother of former South Carolina Governor, David M. Beasley, died Saturday, January 8, 2000, at a Florence hospital following an extended illness; and

Whereas, Mrs. Beasley was born seventy years ago in Florence County to the late Henry J. and Jacqueline Anderson Blackwell; and

Whereas, she graduated from Florence High School, Peace Junior College in Raleigh, North Carolina, and Flora McDonald College in Red Springs, North Carolina; and

Whereas, she used her educational training and her natural compassion to serve the children of South Carolina all her working life, first as an employee of the Department of Social Services and later as a teacher at Lamar High School in Darlington County; and

Whereas, she was the proud mother of three sons, former Governor Beasley, Rick L. Beasley, and H. Wesley Beasley, and the doting grandmother to ten grandchildren; and

Whereas, the former Governor said of her, "She was more than just a warm and loving mother. She was one of the most remarkable women I have ever met. She spent her life trying to help children"; and

Whereas, she is also survived by a sister, Verida Marchette of Florence; and

Whereas, Mrs. Beasley, a member of Lamar Methodist Church, was laid to rest in graveside services at Salem Black River Presbyterian Church Cemetery in Mayesville. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring, do hereby express their sincere and heartfelt sympathy to former Governor David M. Beasley upon the death of his mother, Jacqueline "JacAdelle" Blackwell Beasley of Darlington County on January 8, 2000, and offer the comfort of their collective faith and strength to him and his family in this time of sorrow.

Be it further resolved that a copy of this resolution be forwarded to former Governor David M. Beasley.
