At Twelve O'clock Noon, the Senate appeared in the Hall of the House.
The ACTING PRESIDENT, Senator LAND, called the Joint Assembly to order and announced that it had convened under the terms of a Concurrent Resolution adopted by both Houses:
S. 1018 (Word version) -- Senator Holland: A CONCURRENT RESOLUTION TO FIX 12:00 NOON ON WEDNESDAY, FEBRUARY 2, 2000, AS THE TIME CERTAIN FOR ELECTING A SUCCESSOR TO A COMMISSIONER OF THE PUBLIC SERVICE COMMISSION FOR THE SECOND CONGRESSIONAL DISTRICT, WHOSE TERM EXPIRES JUNE 30, 2002.
The ACTING PRESIDENT announced that nominations were in order to elect a successor to a position on the Public Service Commission, Second Congressional District.
Senator HOLLAND, Chairman of the Committee to Review Candidates for the South Carolina Public Service Commission, indicated that James Blake Atkins, Lynwood A. Avin, Michael L. Bell, Darrell W. Boyd, Jonathan W. Brown, David Gibson, John A. McAllister, Kaye H. O'Neil, Sidney F. Thomas and Jo Anne C. Wessinger had been screened and found qualified to serve.
Senator HOLLAND placed the names of James Blake Atkins, Lynwood A. Avin, Michael L. Bell, Darrell W. Boyd, Jonathan W. Brown, David Gibson, John A. McAllister, Kaye H. O'Neil, Sidney F. Thomas and Jo Anne C. Wessinger in nomination.
On motion of Senator HOLLAND, the name of John A. McAllister was withdrawn from consideration.

[Clerk's Note: At the point in the committee selection process after which Senator WALDREP had selected the Committee on Education, there remained no vacancies on that committee. Senator BRYAN noted that under the provisions of Rule 19(4) Senator ANDERSON, having previously served on the Committee on Education, would be unable to continue serving inasmuch as there were currently no vacancies.]
Senator JACKSON asked unanimous consent to make a motion that he be granted leave to withdraw his selection of the Committee on Education and select the Committee on Agriculture and Natural Resources.
There was no objection.
Senator BRYAN asked unanimous consent to make a motion that it be the Sense of the Senate that any Senator who served on a Standing Committee in the session immediately past cannot be deprived of the opportunity to select any such committee in the first round of committee selections wherein a member selects four committees on which to serve.
There was no objection and the motion was adopted.
On motion of Senator O'DELL, with unanimous consent, the Senate stood adjourned out of respect to the memory of Mr. Jacob Walter Rogers of Piedmont, S.C.
At 1:40 P.M., on motion of Senator DRUMMOND, the Senate adjourned to meet tomorrow at 11:00 A.M.
