Senator KNOTTS presented himself at the Bar and the oath of office was administered by the PRESIDENT.

The PRESIDENT recognized Senator KNOTTS to make brief remarks to the Senate.

Thank you. I stand here before you today elated--proud of the fact that I am now a Senator. I stand before you in a spot where a former cousin stood--BILL KNOTTS. I am sure some of you probably served with BILL, who was also a Senator from Lexington, but he was also a Senator for several other counties. I came a long way--the way that I took to get here when I lived down the road.

As a young boy, I always admired this State House, the people that were in it and admired the job they performed for the people of this State. I am a very loyal person. Loyalty sometimes gets me in trouble, but, if I believe in you, you do not have to worry about anyone else. Because if I believe in you, I am with you. For eight years I told the people when I first got elected to the House of Representatives, House District Eighty-Eight that I would always be there for them, I would be on time and I would listen to them. When I got sworn in, I told Speaker Wilkins that I would be loyal. Last night I stood before the Republican Party meeting and advised them that I had upheld my promise to them--the only promise I made when I ran--that I would be there for them. I have 100% attendance record, including today, my first day in the Senate. I have never been late; I've always listened to my people and to my fellow legislators.

I may not agree with them, they may not agree with me, but we always have that window of opportunity to sit there and listen and discuss it and come up with the best solution for the people of this State. The people of this State are what this is all about, and I refuse to submit to any other reason for being here except for the people that sent me here.

I respect each and every one of you whether you're a Democrat or a Republican, Independent, or whatever and I will never ask you to do anything against your people. I expect the same here. I will never do anything against my people. They are the ones that sent me here, and they are the reason I'm here. I asked them to let me come; they did not ask me to come. I will always remember that. Captain Harry Snipes gave me a bumper sticker when I first came to the State House that he held at the Police Department for years. Now that Captain Snipes is deceased, I wish he were here for this moment. It was on my desk the entire time I served in the House. It said, "I'd rather be right than politically correct." That means a lot! An old gentleman like Captain Snipes brought you up through the ranks, corrected you when you were a young boy in the neighborhood, and helped you become a police officer in the police department that he commanded as a Captain of Detectives along with Chief Lyles J. Campbell.

I am from Columbia and homegrown. I know where every alley and every nook is. I know how to get there the quickest and away the quickest. As a police officer growing up in Columbia, it was once that the police officers were hometown boys that knew the people in the community. Columbia has grown and outgrown that now. When I came through the ranks, it was our sole duty and our training to learn the name of every businessman on one's beat. We didn't have walkie-talkies. If we arrested you, we took you to blocks, maybe three, to the call box and waited on the paddy wagon to pick you up. You used whatever means necessary to restrain that person until the paddy wagon arrived. You depended on the people on your beat to help, if help was needed, because other policemen were a mile away.

That's when the police and law enforcement in the community depended on the public and the public depended on the police. We need to get back to that need. We also need to get our community safe. We need to depend on the public and the public needs to depend on law enforcement to make our streets safe. Being in the legislature is no different than when I was a police officer. The only difference is my jury is bigger. As a police officer it was a six- or twelve-man jury and you knew everyone in the community, so you knew who to put on the jury. The community knew the policemen and which ones were right, who were compassionate, and which ones realized that finally everyone they put in jail didn't deserve the death penalty but yet were strong in law and order and protected their community. They knew the policemen and whether a television that was stolen out of a rich man's house what it meant to him and what the same television meant to that poor man that had to work for months to get a new one for his family to watch. That's community involvement.

The only difference between being in the legislature and being a police officer is the jury is bigger, as I said before. My jury now is the citizens of the State of South Carolina. They're who you have to convince you're doing the right thing in protecting them and you're doing what should be done at the State House in keeping them first and foremost. There's not a real big difference.

My good friend, Mickey Whatley, is here today to see me sworn in. He's been my desk mate and a law enforcement buddy. He knows that out there it's not a black/white race issue, it's a right/wrong issue. In this State House we need to make it and keep it right/wrong--not to make it a racial issue. Everyone has a right to live in South Carolina and be safe and protected and not be harassed. They deserve good leaders in the legislature to ensure that.

Again, you don't know how proud I am to be here and to be standing before you as a Senator of the people. I know the roads of the poor man and the roads of the middle class. I know how they feel and can relate to the poor man as well as the middle class, and even to the rich man. I can talk the talk they understand and change it in a moment to let them know exactly where I stand and what it means to the rest of society. I will be with you at times. I will be against you at times. But when the battle is over, we will shake hands and be friends. We don't carry group grudges; we just want to do what is right for the people.

Thank you for this opportunity and for allowing me to sit with you. I will be listening and looking for a little while. After that, we will open the gate and do what is right for the people of South Carolina. Thank you.
