Our thought for today is from Isaiah 2:3: "Many people shall say, come, let us go up to the mountain of the Lord, to the house of the God of Jacob that He may teach us His ways and we may walk in His paths."
Let us pray. Heavenly Father, in this age of high technology and sophisticated answers to questions of right and wrong, life and death, war and peace, we feel overwhelmed. We listen for Your voice calling within. Speak now. Draw us close to You that we might hear Your words and know Your will. What is it You ask of us? May decisions made here be pleasing to You for the good of all. Keep our defenders of freedom safe and in Your care. Hear our prayer. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

MOTION ADOPTED

That the Chief Justice of the South Carolina Supreme Court, the Honorable Jean Hoefer Toal, is invited to address the General Assembly in joint session on the State of the Judiciary in the hall of the House of Representatives at 12:00 noon on Wednesday, February 25, 2004.

Be it further resolved that a copy of this resolution be forwarded to Chief Justice Toal.

Whereas, in recent years many various types of motor vehicles have been developed by automobile and truck manufacturers including large passenger vans, noncommercial cargo vans, and other similar vehicles designed to be driven by noncommercial operators; and

Whereas, the State of South Carolina recently has developed and implemented a new type of driver's license for commercial operators with particular types of classifications and endorsements but has not substantially changed other operator license requirements; and

Whereas, given the complexity and size of recent additions to the motor vehicle fleet, it is time to review the types and kinds of noncommercial South Carolina motor vehicle licenses to ensure that they are compatible with the types of noncommercial vehicles which are being operated on South Carolina's streets and highways. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, request the Department of Public Safety in conjunction with the Department of Motor Vehicles to study what types of additional drivers' licenses or supplemental qualifications or endorsements to existing drivers' licenses are needed in South Carolina as a result of the increased sizes and types of passenger or cargo vehicles which may be operated by individuals without a commercial driver's license. The report shall be submitted to both houses of the General Assembly no later than June 1, 2004.

Be it further resolved that a copy of this resolution be forwarded to the Department of Public Safety and the Department of Motor Vehicles.
