A CONCURRENT RESOLUTION

RECOGNIZING AND CONGRATULATING THE STUDENTS, FACULTY, ADMINISTRATION, AND STAFF OF JOSEPH KEELS ELEMENTARY SCHOOL IN RICHLAND COUNTY SCHOOL DISTRICT TWO ON RECEIVING THE 2005 PALMETTO'S FINEST AWARD AND FOR STRIVING TO REACH AND MAXIMIZE THE FULL MEASURE OF THEIR TALENTS AND ABILITIES.

Whereas, the members of the South Carolina General Assembly were pleased to learn that Joseph Keels Elementary School of Richland County School District Two recently received the 2005 Carolina First Palmetto's Finest School Award; and

Whereas, the South Carolina Association of School Administrators and Greenville-based Carolina First Bank annually recognize two elementary schools, a middle school, and a high school that have educators, students, parents, and supporters who are responsible for "innovative, effective educational programs"; and

Whereas, the judges who recommend Palmetto's Finest winners take into account objective factors such as test scores and college admission offers but also consider other, sometimes less recognizable factors such as volunteerism; and

Whereas, each applicant school first completes a seventeen page written statement detailing virtually every aspect of the school's operation including, for example, staffing, curriculum, programs, resources, and community collaboration; and

Whereas, the applicants are then visited by members of the South Carolina Association of School Administrators' Palmetto's Finest Awards Committee; and

Whereas, after the sixteen finalists are selected, each school undergoes a second visit from a different team of committee members, after which a selection meeting is held to determine the four winners; and

Whereas, Joseph Keels Elementary School stood out based on its extensive system of after-school, Saturday, and summer tutorial opportunities for students who struggle academically; and

Whereas, the school certainly recognizes the importance of a quality education and the ability of its students to learn. As such, the administration, faculty, and surrounding community are more than willing to give of their time, going above and beyond traditional school hours to achieve their goals; and

Whereas, training at Joseph Keels Elementary School obviously expands the educational horizons of its students in an innovative and effective manner serving as a shining example for schools throughout the State. The members of the General Assembly are proud to honor their effort and success. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, hereby recognize and congratulate the students, faculty, administration, and staff of Joseph Keels Elementary School in Richland County School District Two on receiving the 2005 Palmetto's Finest Award and striving to reach and maximize the full measure of their talents and abilities.

Be it further resolved that a copy of this resolution be presented to the administration, faculty, and staff of Joseph Keels Elementary School.
