TO HONOR AND RECOGNIZE WAYNE A. HOWARD, LIEUTENANT FOR SPECIAL PROJECTS OF THE FLORENCE COUNTY SHERIFF'S DEPARTMENT, FOR HIS EXTRAORDINARY COMMITMENT TO THE BETTERMENT AND PROTECTION OF HIS COMMUNITY AND ITS CITIZENS.
Whereas, a life-long resident of Florence County, Wayne Howard was born to Charles L. Howard and the late Doris Howard, displaying a passion for law enforcement at a very early age; and
Whereas, a devoted husband and father, Wayne is married to Karen C. Howard and has three loving sons, Scott and Kevin Howard, and Tyler Porter; and
Whereas, graduating from the South Carolina Criminal Justice Academy in 1976, he began his law enforcement career as a Deputy Sheriff in 1976, was promoted the following year as a Narcotics Investigator, and again promoted in 1994 as Lieutenant/Narcotics. In 1997, Wayne left Narcotics to become Lieutenant for Special Projects, where he still serves; and
Whereas, in his many years of service, Mr. Howard has celebrated numerous outstanding accomplishments, including several large-scale drug arrests and seizures, reverse-sting operations, and undercover missions; and
Whereas, a highly-trained professional, Mr. Howard has attended Advanced Narcotics School, Narcotics Commander School, Electronic Surveillance School, Advanced Narcotics Commander School, and Marijuana Eradication Training School; and
Whereas, selflessly giving extraordinary amounts of his time and energy to community programs, Mr. Howard served as a Board of Directors member for the South Carolina Law Enforcement Officers Association for the seventeen years, fourteen of which he served as District Chairman, coached various baseball and football teams, and has proudly served as the Founder and Board of Directors member of Camp Pee Dee Pride for nine years, among other distinctions; and
Whereas, a member of the Greater Florence Chamber of Commerce, a past member of the Shriners of the Pee Dee, Master Mason of the Florence Masonic Lodge, and member of the United States Army Reserves for the past eighteen years, Mr. Howard's leadership and commitment to his community and greater nation remains unquestioned; and
Whereas, the General Assembly wishes to commend Mr. Howard for the fine work and tireless efforts he has expended in promotion of the Florence County community and the State of South Carolina as a whole. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, honor and recognize Wayne A. Howard, Lieutenant for Special Projects of the Florence County Sheriff's Department, for his extraordinary commitment to the betterment and protection of his community and its citizens.
Be it further resolved that a copy of this resolution be presented to Mr. Wayne Howard.
