VERSIONS OF THIS BILL
TO HONOR THE MEMORY OF FALLEN LAW ENFORCEMENT OFFICER DEPUTY JOSEPH SCOTT QUARLES OF LAURENS COUNTY FOR HIS DEDICATION TO SERVING AND PROTECTING THE PEOPLE OF SOUTH CAROLINA, AND TO CELEBRATE THE ENTHUSIASM AND PROFESSIONALISM HE BROUGHT TO THE HIGH CALLING OF A CAREER IN LAW ENFORCEMENT.
Whereas, law enforcement professionals possess great courage and bravery, risking their lives everyday to serve and protect the people of our State, while seeking to enforce the law; and
Whereas, no officer was more dedicated, took more pride and had more respect for wearing a uniform and carrying a badge than Deputy Joseph Scott Quarles, who lost his life while serving the people of Laurens County; and
Whereas, Deputy Scott was born in Charleston on January 23, 1981, the son of Dr. James William Quarles and Margaret Conoly Quarles, attended Byrnes High School in Spartanburg where he was a member of the marching band, and was a graduate of Emerald High School in Greenwood where he was active in the Air Force Junior ROTC program. He also attended Piedmont Technical College; and
Whereas, Deputy Joseph Scott Quarles began his law enforcement career with the Laurens County Sheriff's Office on November 13, 2000 at the age of nineteen. He performed various duties from clerical to civil process and worked in the Detention Center while waiting for his opportunity to become a certified Laurens County Deputy Sheriff; and
Whereas, he graduated from the South Carolina Criminal Justice Academy on January 25, 2002 just a few days after his twenty-first birthday. He was assigned first to Gray Court Owings School as a School Resource Officer and eventually went on to the Uniform Patrol Division in which he yearned to serve; and
Whereas, although his young life was taken away far too soon after receiving injuries from a tragic automobile accident while in route to assisting his fellow officers of the Laurens County Sheriff's Department, Deputy Quarles achieved much by fulfilling his lifelong quest of becoming one of the youngest police officers in South Carolina; and
Whereas, Deputy Quarles was a fun-loving man, role model, and hero who always followed orders and always responded to command by saying "yes, sir"; and
Whereas, he was a man who loved to give back to his community and volunteered his spare time with the youth of the Sheriff's Office Explorer Program as well as being a member of the Sheriff's Office Honor Guard and assisting in numerous community functions such as Kid-Prints, Festivals, Career Days, Safety Fairs, and many more events, even playing taps on his bugle at a 9/11 memorial for his community; and
Whereas, Deputy Quarles had a deep religious faith exhibited in his personal and professional life and also was an active member of Westminster Presbyterian Church in Greenwood; and
Whereas, although Deputy Scott is sorely missed at the Laurens County Sheriff's Office and by the community he served so well, there is also enormous pride and satisfaction in the job he did; and
Whereas, he is survived by his parents, Dr. and Mrs. James William Quarles; a sister, Amy Fenell; and a brother, Shelton Quarles, all of Greenwood. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the South Carolina General Assembly, by this resolution, honor the memory of fallen law enforcement officer Deputy Joseph Scott Quarles of Laurens County for his sincere dedication to serving and protecting the citizens of South Carolina and celebrate the enthusiasm and enjoyment he brought to the law enforcement.
Be it further resolved that a copy of this resolution be forwarded to the family members of Deputy Joseph Scott Quarles.
