To whom was referred a Bill (S. 1045) to amend the Code of Laws of South Carolina, 1976, by adding Section 59-29-240 so as to provide that the State Department of Education shall develop guidelines, etc., respectfully

Enactment if this bill would have minimal impact on the State Department of Education and the school districts which could be absorbed within existing resources.

A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-29-240 SO AS TO PROVIDE THAT THE STATE DEPARTMENT OF EDUCATION SHALL DEVELOP GUIDELINES FOR APPROPRIATE INSTRUCTION IN THE PREVENTION OF AND PENALTIES FOR LYNCHING, FIGHTING, AND GANG ACTIVITY AND TO PROVIDE THAT EACH SCHOOL DISTRICT SHALL PROVIDE THIS INSTRUCTION DURING THE FIRST WEEK OF THE SCHOOL YEAR.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 29, Title 59 of the 1976 Code is amended by adding:

"Section 59-29-240.    During the first week of the school year, each school district shall provide appropriate instruction to students on the state's laws regarding lynching, fighting, and gang activity. The instruction must emphasize the seriousness of the offenses and their consequences in both the school system and the criminal justice system. The State Department of Education shall develop guidelines by which school districts shall model their instruction."

SECTION    2.    This act takes effect upon approval by the Governor.
