A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR REYNOLDS WILLIAMS AS THE FIRST CHAIRMAN OF THE RETIREMENT SYSTEMS INVESTMENT COMMISSION FOR HIS OUTSTANDING ORGANIZATION, LEADERSHIP, AND SUCCESS IN DIVERSIFYING THE STATE'S PENSION INVESTMENT PORTFOLIOS.

Whereas, the members of the South Carolina General Assembly commend Reynolds Williams for his exemplary leadership and dedicated service to the State of South Carolina; and

Whereas, Reynolds Williams was an Echols Scholar at the University of Virginia and received the American Jurisprudence Award in Contract Law while attending the University of South Carolina School of Law; and

Whereas, Reynolds Williams has enjoyed professional success as the current CEO and managing partner of the law firm of Willcox, Buyck & Williams, P.A., a Legislative Assistant to Senator Strom Thurmond, an Assistant U.S. Attorney, and past Chairman of the Arbitration Panels of the National Association of Securities Dealers, the American Arbitration Association, and the Duke Private Adjudication Center; and

Whereas, Reynolds Williams honorably served our country in the Vietnam War and was awarded the Bronze Star and Combat Infantry Badge and continued to share his leadership experience as a Faculty Seminar Participant at the U.S. Army War College; and

Whereas, Reynolds Williams has served his community as chairman of the Greater Florence Chamber of Commerce, Florence County Election Commission, Florence Rotary Club, and by serving on numerous education, civic, theatre, and religious boards;

Whereas, Reynolds Williams has also served on the Board of Directors of Community Resource Bank and IRIX Pharmaceuticals, the South Carolina Protection and Advocacy for People with Disabilities, Inc., and as Vice-Chair of the State Board for Technical and Comprehensive Education; and

Whereas, Reynolds Williams' cumulative experiences in legal, financial, and business matters made him uniquely qualified to serve as the first Chairman of the Retirement System Investment Commission; and

Whereas, Reynolds Williams was unanimously elected as Chairman on September 8, 2005 and successfully organized the Commission and staff, advocated the constitutional amendment allowing more diversity in investments, and lead the diversification of the investment portfolio by adding over forty new investments in international, private equity, global fixed income securities, as well as, other alternative assets classes; and

Whereas, Reynolds Williams has devoted significant amounts of time and effort leading the commission into being one of the premier public pension investment bodies and strengthening the investment portfolio through diversification; and

Whereas, by his leadership and dedication, Reynolds Williams has earned the admiration and respect of his peers and colleagues, as well as, thousands of educators, police officers, firefighters, national guardsmen, and state and local employees who are members of the various retirement systems. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and commend Reynolds Williams, Chairman of the Retirement System Investment Commission, for his exemplary leadership and outstanding work to benefit the State of South Carolina and thousands of public employees and retirees.

Be it further resolved that a copy of this resolution be forwarded to Reynolds Williams.
