VERSIONS OF THIS BILL
TO EXTEND A WARM WELCOME TO HIS EXCELLENCY ABDULSALAM ABUBAKAR, FORMER PRESIDENT OF NIGERIA, TO THE STATE OF SOUTH CAROLINA AS HE SPEAKS AT COLUMBIA'S BENEDICT COLLEGE, AND TO HONOR HIM FOR HIS CONTRIBUTIONS TO ESTABLISHING A DEMOCRATICALLY ELECTED GOVERNMENT IN NIGERIA.
Whereas, the General Assembly is pleased to learn that His Excellency Abdulsalam Abubakar, former president of Nigeria, will be visiting the City of Columbia in October 2007 as a guest of the Benedict College School of International Studies; and
Whereas, beginning his career in 1969 with an appointment as commander of the 3rd Mechanized Brigade in Kano, the young Abubakar enlisted in his country's air force in 1975, quickly switching to the army; and
Whereas, after a series of promotions made him chief of defense staff in 1993, he held this position until his appointment as head of state in 1998, at which time he began the process of democratization of Nigeria; and
Whereas, immediately following his appointment as head of state, General Abubakar granted freedom to more than three hundred prisoners lawfully scheduled for release and later released at least thirty political prisoners detained by the previous administration, including General Olusegun Obasanjo, who in 1999 would become General Abubakar's successor; and
Whereas, General Abubakar dissolved the five parties his predecessor, General Sani Abacha, had created to replace the political party system of Nigeria, thereby providing the foundation for the creation of autonomous political affiliations and parties as had existed prior to General Abacha's regime; and
Whereas, after legislative and presidential elections in 1999, General Olusegun Obasanjo was inaugurated president of Nigeria. Thus, General Abubakar peacefully transferred power to the democratically elected civilian representatives; and
Whereas, as the head of state who returned Nigeria to civilian rule, General Abubakar has the respect of the entire political spectrum of Nigeria, a country pivotal to African stability. For this reason, General Abubakar, a private citizen since 1999, has played an influential role in both Nigeria and the broader African continent and is an important voice throughout that vast land; and
Whereas, this Nigerian patriot set a new agenda for the political and economic rebuilding of his country by traveling to Western nations to solicit support for his regime and the economy, and he was instrumental in the rewriting of the Nigerian Constitution, which now places term limits on Nigeria's presidents and establishes requirements that help minimize corruption in that office; and
Whereas, in recognition of his dedicated efforts to establish freedom and democracy in his homeland, the General Assembly salutes General Abdulsalam Abubakar and extends best wishes for success in all his future undertakings. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the South Carolina General Assembly, by this resolution, extend a warm welcome to His Excellency Abdulsalam Abubakar, former president of Nigeria, to the State of South Carolina as he speaks at Columbia's Benedict College, and honor him for his contributions to establishing a democratically elected government in Nigeria.
Be it further resolved that a copy of this resolution be presented to His Excellency Abdulsalam Abubakar.
