The House assembled at 12:00 noon.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:
Our thought for today is from Proverbs 16:9: "The human mind plans the way, but the Lord directs the steps."
Let us pray. Almighty God, direct our steps this day that we may use the opportunities You have placed before us. Convince us to let go of our need to control. Turn our problems into progress. Be our guide in every step of our lives. Bless our Nation, President, State, Governor, Speaker, this Honorable Assembly, and all who labor in these Halls of Government. Protect our defenders of freedom at home and abroad as they protect us. In the name of our Lord. Amen.

Whereas, the Town of Beaufort, the county seat of Beaufort County, was established in 1710, and is the second oldest town in South Carolina; and
