Let us pray. O Lord, give us a clear vision for our State's future. Breathe on us, God, with Your spirit of hope. Give us direction for the day to day decisions as we face the problems before us. Help us and give us the ability to weave our way through the maze of challenges. When problems threaten to overwhelm and paralyze us, let us remember that You continually breathe life into us. Look in favor upon our Nation, President, State, Governor, Speaker, this Honorable Assembly, and all who serve in these Halls of Government. Protect our defenders of freedom at home and abroad as they protect us. Hear our prayer, O Lord. Amen.

Be it resolved by the Senate, the House of Representatives concurring:

That by this resolution, the members of the General Assembly request the Department of Motor Vehicles to waive the motor vehicle titling, licensing, and registration requirements of Title 56, Code of Laws of South Carolina, 1976, on cars provided by an automobile manufacturer for promotional purposes in connection with nationally-sponsored NASCAR racing events held in this State in 2008.

Be it further resolved that this waiver must extend to no more than thirty-five cars by a single manufacturer for a period not to exceed twenty-one days per race and that this waiver does not extend to the financial responsibility or insurance coverage requirements for operating a motor vehicle on the public roads of this State.

Be it further resolved that the Department of Motor Vehicles shall prescribe an appropriate means of identification instead of the licensing and registration requirements otherwise applicable.

Be it further resolved that a copy of this resolution be forwarded to the Department of Motor Vehicles.

/   (D)   Public victim assistance programs shall ensure that all victim service providers employed in their respective offices are certified through the Office of Victim Services Education and Certification within the Office of the Crime Victims' Ombudsman.

(1)   Private, nonprofit programs shall ensure that all victim service providers in these nonprofit programs are certified by a Victim Service Coordinating Council approved certification program. Victim Service Coordinating Council approval must include review of the program to ensure that requirements are commensurate with the certification requirements for public victim assistance service providers.

(2)   Victim service providers, serving in public or private nonprofit programs, employed on the effective date of this chapter are exempt from basic certification requirements but shall meet annual continuing education requirements to maintain certification. Victim service providers, serving in public or private nonprofit programs, employed after the effective date of this chapter are required to complete the basic certification requirements within one year from the date of employment and to meet annual continuing education requirements to maintain certification throughout their employment.

(3)   The mandatory minimum certification requirements, as promulgated by the crime victims' ombudsman, may not exceed fifteen hours, and the mandatory minimum requirements for continuing advocacy education, as promulgated by the crime victims' ombudsman, may not exceed twelve hours." /

Whereas, Lieutenant General Henry Doctor, Jr., was born on August 23, 1932, in Berkeley County, the son of the late Henry Doctor, Sr., and Annie Aiken Doctor, and died on December 7, 2007; and

Whereas, he grew up in a Christian home on his family's farm in the Town of Oakley; and

Whereas, he met his wife, the former Janie Manigault, while in high school and together they were blessed with four children, five grandchildren, and one great-grandchild; and

Whereas, Lieutenant General Doctor received a Bachelor of Science Degree from South Carolina State University, and a Master of Arts Degree from Georgia State University; and

Whereas, upon receiving his undergraduate degree, he was commissioned as a Second Lieutenant in the United States Army, and completed thirty-five years of service defending the freedom of his country; and

Whereas, while a member of the United States Army, he held leadership positions at all levels within the Department of Army and retired with the rank of Lieutenant General; and

Whereas, Lieutenant General Doctor received an Honorary Doctorate of Laws Degree from South Carolina State University and an Honorary Doctor of Military Science Degree from The Citadel; and

Whereas, he was a member of Greater Little Zion Baptist Church in Fairfax, Virginia where he served as Chairman of the Deacon Ministry for five years; and

Whereas, it is fitting and proper for the members of the General Assembly to recognize the many contributions that this son of South Carolina made to this State and our nation by naming a portion of Old United States Highway 52 in Berkeley County in his honor. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

Whereas, he was a member of the Appraisal Institute and served on its national board, served as president of the State Board of Realtors, and served on numerous occasions as board president of the Greenville Realtors; and

Whereas, it is fitting and proper for the members of the General Assembly to recognize the contributions that this son of South Carolina made to our great State by naming an interchange in Greenville County in his honor. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly request that the Department of Transportation name the interchange located at Exit 37 along Interstate Highway 385 in Greenville County the "Wilkins Norwood Interchange" and erect appropriate markers or signs at this interchange that contain the words "Wilkins Norwood Interchange".

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.

The Concurrent Resolution was adopted and sent to the Senate.
