TO CONGRATULATE DAVID F. WILLIAMS, DEPUTY DIRECTOR OF THE LEGISLATIVE COUNCIL, UPON THE OCCASION OF HIS WELL-DESERVED RETIREMENT, TO COMMEND HIM FOR THIRTY-TWO YEARS OF OUTSTANDING SERVICE TO THE COUNCIL AND THE SOUTH CAROLINA GENERAL ASSEMBLY, TO ACKNOWLEDGE HIS CONTRIBUTIONS TO BOTH, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN ALL OF HIS FUTURE ENDEAVORS.
Whereas, David F. Williams joined the staff of the Legislative Council in November, 1978, as a full-time staff attorney after serving for almost five years as General Counsel of the Municipal Association of South Carolina; and
Whereas, upon his arrival, the South Carolina Code Commissioner who also serves as Director of the Legislative Council immediately assigned David the important responsibility for all of the "Code Work". This involved making sure all of the laws enacted each year were correctly printed, annotated, and indexed in the Code of Laws of South Carolina and all supplements to it, a duty he continued for nearly three decades; and
Whereas, he was promoted to the position of Deputy Director in 1998 which he held until his retirement; and
Whereas, he has trained or help train many of the attorneys and other staff employed after his hiring; and
Whereas, David's ability to draft legislation on a wide range of topics and handle the sensitive issues associated with them gained him the admiration of his colleagues and legislators; and
Whereas, David has been most helpful to members in his drafting and preparation of legislation and his legal and legislative research; and
Whereas, because he has always felt that public service is of the highest calling, he has tried to be a good person on whom any member of the staff or General Assembly could rely to receive the most sincere advice and counsel; and
Whereas, with a wonderful sense of humor, David has attempted to exemplify the character and loyalty of those staff who came before him and mentored him; and
Whereas, David has arrived at that moment in his life, as one of the longest serving full-time employees in the Legislative Council's recent history, where he should savor his accomplishments as he retires from the Legislative Council; and
Whereas, with his wife Kathleen, son, Matthew and daughter, Molly, he deserves to spend more time with his family in his well-deserved retirement; and
Whereas, it is appropriate for the members of the South Carolina General Assembly to pause in their deliberations to express their appreciation for his service to the Legislative Council and to the entire General Assembly as he embarks upon his retirement. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly congratulate David F. Williams, Deputy Director of the Legislative Council, upon the occasion of his well-deserved retirement, commend him for thirty-two years of outstanding service to the council and the South Carolina General Assembly, acknowledge his contributions to both, and wish him much happiness and fulfillment in all of his future endeavors.
Be it further resolved that a copy of this resolution be forwarded to David F. Williams.
