The House assembled at 12:00 noon.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:
Our thought for today is from Lamentations 3:22-23: "The steadfast love of the Lord never ceases, his mercies never come to an end; they are new every morning; great is your faithfulness."
Let us pray. O Lord of life, rule the minds of these Representatives, and fill them with Your energizing power, that they may work with You in caring for this State and her people. Help those whom You have entrusted to find the best solutions for all of us. Give them the integrity and the compassion to serve. Look in favor upon our Nation, President, State, Governor, Speaker, staff, and all who labor in these Halls of Government. Protect our defenders of freedom as they protect us. Heal the wounds of our warriors, those seen and those hidden. Hear us, O Lord, as we pray. Amen.
Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER PRO TEMPORE.
After corrections to the Journal of the proceedings of Friday, the SPEAKER PRO TEMPORE ordered it confirmed.
Rep. ERICKSON moved that when the House adjourns, it adjourn in memory of former Representative Harriet Keyserling of Beaufort, which was agreed to.
The House stood in silent prayer for the family of Deacon Nemiah Ham of St. Stephens, a spiritual leader in Berkeley County who passed away on January 21.

So, the Bill was read the second time and ordered to third reading.
Rep. HARRISON moved that when the House adjourns today, it adjourn to meet at 1:00 p.m. tomorrow.
Rep. OTT raised the Point of Order that Rep. HARRISON's motion for the House to convene at 1:00 p.m. on Wednesday, January 26, 2011, was out of order in that the motion changed the 2:00 p.m. meeting time as set by House Rule 6.1. Rep. OTT stated further that the rule required the House to "object" to the 2:00 p.m. meeting time and that the motion to set a different time was out of order until a majority of the membership had "objected" to the scheduled 2:00 p.m. start.
Rep. COBB-HUNTER spoke in favor of the Point of Order and stated that the 2:00 p.m. meeting time was needed for subcommittees to meet.
SPEAKER HARRELL overruled the Point of Order and stated that House Rule 6.1 did set the meeting time for 2:00 p.m. However, the SPEAKER stated further that the Rule also allowed the House, by a majority vote, to change that time. Therefore, the SPEAKER overruled the Point of Order and accepted Rep. HARRISON's motion.
The question then recurred to Rep. HARRISON's motion that when the House adjourns today, it adjourn to meet at 1:00 p.m. tomorrow.
Rep. QUINN demanded the yeas and nays be taken.
Rep. HART raised the Point of Order that Rep. QUINN's request for a roll call vote was out of order. Rep. HART stated that the SPEAKER had called for a voice vote and that a majority of the members had voted in the voice vote to reject Rep. HARRISON's motion. Rep. HART argued that because the voice vote had been ordered, and that the members had voted, that the request for a roll call vote came too late and that the SPEAKER had to call the vote based upon the voice vote.
Rep. QUINN argued contra and stated that his request for a roll call vote was made prior to the SPEAKER ruling upon the outcome of the voice vote. He stated further that this was the long-standing practice of the House that a member could request a roll call vote prior to the SPEAKER calling the result of a voice vote.
SPEAKER HARRELL overruled Rep. HART's Point of Order. He stated that House Rule 7.1 allows the Speaker, when in doubt over the result of a voice vote, to call for a division vote. The SPEAKER stated further that he had not called the result of the voice vote and that Rep. QUINN's request was timely and appropriate. Therefore, the SPEAKER overruled the Point of Order.
