VERSIONS OF THIS BILL
TO RECOGNIZE AND COMMEND THE HONORABLE JOYCE MCDONALD, KERSHAW COUNTY CLERK OF COURT, UPON THE OCCASION OF HER RETIREMENT AFTER TWENTY-FOUR YEARS OF EXEMPLARY SERVICE, AND TO WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.
Whereas, the South Carolina General Assembly has learned that Joyce McDonald will begin a well-deserved retirement after twenty-four years as the distinguished and highly-regarded clerk of court for Kershaw County; and
Whereas, the daughter of Margaret and William Cameron, she was born in Camden and graduated from Camden High School. She received her early Christian training at Bethel Pentecostal Holiness Church and studied at Holmes Bible College in Greenville; and
Whereas, while playing the piano and singing in church, young Joyce developed her talent for both. She has spent her life playing for weddings and funerals in order to bless others with her musical gifts; and
Whereas, Ms. McDonald worked as a clerk at Mary Rice Dress Shop in Camden before serving several years both in the office of the probate judge and at First Palmetto Bank. In 1992, she first ran for the Kershaw County clerk of court and has been soundly reelected every term since then, facing no opposition since her first election; and
Whereas, during her twenty-four-year tenure as clerk of court, substantial technological changes were introduced. The clerk's office adopted an online case-management system that has made rosters for common pleas both for jury and nonjury accessible on the Internet. Online roster notifications are now sent to attorneys through email and direct deposits for child and alimony payments are available now also; and
Whereas, Ms. McDonald served her profession as the vice president and president of the South Carolina Association of Clerks of Court and Registers and as the chair of the association's educational and nominating committees. She also served on the South Carolina State Historic Records Advisory and Local Government Records Advisory boards; and
Whereas, as she tenderly and devotedly reared her three fine children, Kimberly, Todd, and Scott, she never let them leave for school in the mornings without first reading to them from the Scriptures and praying with them. She encouraged them to live their lives without limitations while keeping God first in their lives; and
Whereas, Ms. McDonald played a key role in the establishment of New Life Christian Outreach as the pianist and organist for the church; and
Whereas, her quiet Christian generosity has been felt throughout the community as she sponsored young people to attend youth events or young men through the Boys State program. In her spare time, she visits her former teachers in nursing homes or the hospital; and
Whereas, Ms. McDonald plans to spend many happy hours of retirement as she has always lived, serving those in need, playing the piano and organ, and enjoying her children and her adoring grandchildren: Evan, Caleb, and Alyssa; and
Whereas, the South Carolina General Assembly is grateful for the years of unparalleled dedication that Joyce McDonald has devoted to Kershaw County, and the members wish her many years of enjoyment in her well-earned retirement. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and commend the Honorable Joyce McDonald, Kershaw County Clerk of Court, upon the occasion of her retirement after twenty-four years of exemplary service, and wish her continued success and happiness in all her future endeavors.
Be it further resolved that a copy of this resolution be presented to Joyce McDonald.
