Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Psalm 112:10: "Their hearts are steady, they will not be afraid."

Let us pray. Lord God, help these Representatives to realize that You have not forgotten them, but will care for and protect them, giving them the strength, courage, wisdom, and integrity to accomplish that which they have been given. Hold them steady in their decision making. Bless our Nation, President, State, Governor, Speaker, staff, and all who have labored to accomplish wonderful things. Protect our defenders of freedom at home and abroad as they protect us. Heal the wounds, those seen and those hidden, of our brave warriors who suffer and sacrifice for our freedom. Lord, in Your mercy, hear our prayers. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER PRO TEMPORE.

After corrections to the Journal of the proceedings of Thursday, March 12, the SPEAKER PRO TEMPORE ordered it confirmed.

H. 3701 -- Ways and Means Committee: A BILL TO MAKE APPROPRIATIONS AND TO PROVIDE REVENUES TO MEET THE ORDINARY EXPENSES OF STATE GOVERNMENT FOR THE FISCAL YEAR BEGINNING JULY 1, 2015, TO REGULATE THE EXPENDITURE OF SUCH FUNDS, AND TO FURTHER PROVIDE FOR THE OPERATION OF STATE GOVERNMENT DURING THIS FISCAL YEAR AND FOR OTHER PURPOSES.

Amend the bill, as and if amended, Part IB, Section 3, LOTTERY EXPENDITURE ACCOUNT, page 400, after line 23, by adding an appropriately numbered paragraph to read:
/     (LEA: Higher Education Excellence Enhancement Program Eligibility) Converse College and Columbia College shall be eligible to receive lottery funds under the Higher Education Excellence Enhancement Program. /

Amend totals and titles to conform.
