TO HONOR AND CONGRATULATE JULIET CASPER FOR BEING THE FIRST WOMAN FROM NORTH MYRTLE BEACH TO BE NAMED STATE PRESIDENT OF THE GENERAL FEDERATION OF WOMEN'S CLUBS OF SOUTH CAROLINA.
Whereas, born to Michael and Martha Casper, Juliet M. Casper is the oldest of five children. She graduated Magna Cum Laude with a B.A. in literature and government from St. Mary's College in Notre Dame, Indiana, in 1989. She went on to earn her juris doctorate from Indiana University School of Law in 1992 and her Masters of Library Science from Indiana University in 1993. Juliet is a partner in the law firm of Roy & Casper, LLC. Prior to forming the firm in early 2018, Juliet was a partner at Newby, Sartip, Masel & Casper, LLC, for thirteen years. Her practice consists of residential and commercial real estate, estate planning and probate, and commercial and corporate transactions. She is licensed in both North and South Carolina; and
Whereas, the General Federation of Women's Clubs (GFWC) is an international organization dedicated to community improvement through volunteer service. GFWC is made up of fifty state federations, to which local clubs belong. With over eighty thousand members in affiliated clubs in every state, the District of Columbia, and more than a dozen countries, the GFWC works in the members' individual communities to support the arts, preserve natural resources, advance education, promote healthy lifestyles, encourage civic involvement, and act as advocates for children and victims of domestic violence; and
Whereas, GFWC-SC is comprised of forty-eight clubs with a membership of almost twelve hundred members. The organization was formed in 1898 and is celebrating one hundred twenty years of service to the Palmetto State; and
Whereas, the North Myrtle Beach Woman's Club was formed in 1973 and federated in 1974. The club has grown from approximately thirty-five members when Juliet joined to eighty members now, making it the largest club in the State. Through its fundraising efforts, the club is able to allocate over forty thousand dollars to local charities such as North Strand Housing Shelter, North Strand Helping Hand, Humane Society of North Myrtle Beach, Teen Angel, Sea Haven, Current Transitions, Children's Recovery Center, Friendship Medical Clinic, and the Girl Scouts, to name a few. In addition, the club awards college scholarships to graduating seniors; and
Whereas, Juliet joined the GFWC North Myrtle Beach Woman's Club in 2002. She served as her club's president from 2007 through 2010, and then as Eastern District President for GFWC-SC from 2010 through 2012. In 2012, she was elected secretary for the executive board of GFWC-SC, serving a two-year term. Following this, she was Second Vice President for GFWC-SC from 2014 through 2016, and First Vice President/President Elect from 2016 until 2018. On April 21, 2018, she was installed as State President for GFWC-SC. As such, she is the first member of the North Myrtle Beach Woman's Club and first woman in Horry County to serve in this capacity; and
Whereas, as state president, Juliet's special project is entitled "Swimming Saves Lives" and will focus on water competency and safety skills to prevent unintentional drowning. The theme for her administration is "Make a Splash in Your Community" and clubs will be encouraged to honor the past while raising their voices in the present; and
Whereas, in addition to her volunteer service with the GFWC, Mrs. Casper serves Horry County as a longtime member of the Board of Directors for Sea Haven, Inc., a nonprofit that assists at risk and homeless youth. She is a member of the Student Advisory Council for North Myrtle Beach Schools, a member of the Grand Strand Masters Swim Team, and a member of Our Lady Star of the Sea Catholic Church; and
Whereas, she is married to Chris Mezenski, Vice President of Greentrol. Together, they have one child, Tristan, who is currently a sophomore at Coastal Carolina University. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, honor and congratulate Juliet Casper for being the first woman from North Myrtle Beach to be named state president of the General Federation of Women's Clubs of South Carolina.
Be it further resolved that a copy of this resolution be presented to Juliet Casper.
