A JOINT RESOLUTION TO CREATE THE SOUTH CAROLINA AMERICAN REVOLUTION SESTERCENTENNIAL COMMISSION; TO PROVIDE FOR THE PURPOSE, POWERS, AND DUTIES OF THE COMMISSION; TO PROVIDE FOR RELATED RESPONSIBILITIES OF THE DEPARTMENT OF PARKS, RECREATION AND TOURISM AND THE DEPARTMENT OF ARCHIVES AND HISTORY; TO PROVIDE FOR THE COMPOSITION OF THE MEMBERSHIP OF THE COMMISSION; TO PROVIDE FOR CERTAIN OFFICERS OF THE COMMISSION; AND TO PROVIDE FOR COMPENSATION OF EXPENSES TO COMMISSION MEMBERS.
Be it enacted by the General Assembly of the State of South Carolina:
Creation and purpose
SECTION 1. There is hereby created a South Carolina American Revolution Sestercentennial Commission, which shall have the authority and responsibility to plan and execute, insofar as authorized and funded by the General Assembly, a proper observance of the Sestercentennial of the American Revolution in South Carolina, and in cooperation with the South Carolina Battleground Preservation Trust; a national organization, if any; and other similar commemorative organizations in other states.
Staffing
SECTION 2. The working staff of the South Carolina American Revolution Sestercentennial Commission shall consist of the staffs of the Department of Parks, Recreation and Tourism and the Department of Archives and History insofar as is needful, and any persons hired or any funds appropriated for the purpose of carrying out the policies and programs of the American Revolution Sestercentennial Commission shall be placed in one of these two departments.
Membership
SECTION 3. Membership of the South Carolina American Revolution Sestercentennial Commission shall consist of thirteen persons as follows:
(a) the Governor, ex officio, or his designee;
(b) the Lieutenant Governor, ex officio, or his designee;
(c) the Chairman of the Archives and History Commission, ex officio;
(d) the Director of the Department of Parks, Recreation and Tourism, ex officio;
(e) three members to be appointed by the President of the Senate from the membership of the Senate;
(f) three members to be appointed by the Speaker of the House of Representatives from the membership of the House of Representatives; and
(g) three members to be appointed by the Governor who shall serve initial terms of one, two, and three years, respectively, and whose successors shall serve for terms of four years.
Officers
SECTION 4. The chairman shall be appointed by the Governor from the membership, and the chairman shall serve in that capacity coterminously with the Governor insofar as is possible. The vice chairman shall be elected by the commission from its membership. The Executive Secretary of the South Carolina American Sestercentennial Commission shall be the Director of the Department of Parks, Recreation and Tourism, ex officio; the deputy executive secretary shall be the Chairman of the Archives and History Commission, ex officio.
Member compensation
SECTION 5. Members of the South Carolina American Revolution Sestercentennial Commission shall be compensated for their expenses in accordance with law, the total amount not to exceed fifteen thousand dollars per year for the entire commission.
Branding authority
SECTION 6. The South Carolina American Revolution Sestercentennial Commission may develop or adopt appropriate branding in order to promote its efforts to the public.
Time effective
SECTION 7. This joint resolution takes effect upon approval by the Governor.
