A senate RESOLUTION

 

TO RECOGNIZE AND HONOR william H. "Billy" moore for a lifetime of service.

 

Whereas, the members of the South Carolina Senate are pleased to recognize Wiliam H. "Billy" Moore for a lifetime of service to the people and the State of South Carolina; and

 

Whereas, Billy attended Marlboro schools and went on to graduate magna cum laude and Phi Beta Kappa from the University of South Carolina in 1980. He then obtained his J.D. from the University of South Carolina in 1983; and

 

Whereas, over the course of his career, Billy has encouraged and assisted companies in moving to South Carolina. Two such companies were Nucor Corp, which he has represented since 1984 and which he helped establish in Berkeley County and Lexington County, and Skyline Steel, which he helped establish in Rock Hill; and

 

Whereas, Billy's work has been instrumental in the creation of thousands of South Carolina jobs. He has confronted complex issues and helped recover critical manufacturing jobs across the State and the United States; and

 

Whereas, Billy has represented Fortune 500 companies, professional sports organizations, and large employers in the areas of federal, state, and local taxation. He has secured state and local tax incentive packages for clients in over thirty states. These grants and income tax, franchise tax, and sales and use tax incentives have totaled more than three and a half billion dollars; and

 

Whereas, over the years, Billy has received a number of honors and awards, including the Best Lawyers in America distinction from 2013 to 2024, the North Carolina Super Lawyers distinction from 2011 to 2015, the Business North Carolina Legal Elite distinction in 2014, the University of South Carolina Garnet Award, and distinction as a University of South Carolina In The Huddle member; and

 

Whereas, Billy has remained a committed supporter of the University of South Carolina. He has made significant contributions to USC Athletics, including financial support of over a million dollars. He also serves on Coach Ray Tanner's Athletic Advisory Council and offers pro bono consultation to the Athletics Department on various matters. He has offered guest lectures to USC law students studying Sports Management and sits on the advisory committee at the USC School of Law; and

 

Whereas, the members of the South Carolina Senate greatly appreciate the dedication and commitment that William H. "Billy" Moore has shown in serving the people and the State of South Carolina.  Now, therefore,

 

Be it resolved by the Senate:

 

That the members of the South Carolina Senate, by this resolution, recognize and honor William H. "Billy" Moore.

 

Be it further resolved that a copy of this resolution be presented to William H. "Billy" Moore.
