A Bill to amend Section 12-43-220, as amended, Code of Laws of South Carolina, 1976, relating to classification, valuation, and assessment ratios of property for purposes of ad valorem taxation, so as to delete the rollback tax and impose a change of use penalty equal to lesser of one hundred dollars or one percent of the tax otherwise due on property changed from agricultural use during the applicable tax year.
