    A Bill to amend Chapter 3, Title 56, Code of Laws of South Carolina, 1976, by adding Article 41 so as to provide for special license plates and registration of motor vehicles owned by car rental companies; and to amend Section 12-37-220, as amended, relating to exemptions from property taxation, so as to exempt rental cars for two motor vehicle tax years.
