Rule 46.

Recorded Floor Proceedings

      The Clerk may record the following proceedings on the floor of the Senate:
          (1) Congratulatory remarks;
          (2) Speeches;
          (3) Points of Order and Rulings of the Chair regarding such points and such other proceedings as the Clerk determines necessary.
