    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 58-9-585 so as to provide that the Public Service Commission, on the request of an interexchange telecommunications carrier or on its own motion, may consider, in lieu of the procedures outlined in Chapter 9, Title 58, alternative means of regulating that carrier, and provide for related matters.
