    A Bill to amend Chapter 1, Title 56, Code of Laws of South Carolina, 1976, relating to drivers' licenses, by adding Section 56-1-365 so as to provide that any person who is convicted of or pleads to an offense in General Sessions Court which as part of the punishment to be imposed requires that his driver's license be revoked or suspended shall surrender his license to the clerk of court upon the verdict or plea and the suspension or revocation period immediately begins, and to provide for a temporary twenty-four hour driver's certificate under certain conditions.
