    A Bill to amend Article 1, Chapter 11, Title 6, Code of Laws of South Carolina, 1976, relating to special purpose districts and public service districts, by adding Section 6-11-310 so as to provide that these districts, not otherwise empowered to condemn by law, are granted the power of eminent domain and for this purpose are considered to be "condemnors" within the meaning of the South Carolina Eminent Domain Procedure Act.
