The House assembled at 12:00 Noon.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
O Lord our God, the Giver of all blessings and the Sustainer of our lives, we praise You for tasks to do and for the ability with which to do them. Keep us faithful and diligent in our work. Make us aware at all times that it is better to try to do something and fail than to try to do nothing and succeed. And teach us that if we stay in the middle of the road we must be able to see both sides. To this end, then, keep us tolerant and understanding of others.
And to You, good Lord, we give our praise and thanksgiving. Amen.
