H. 4199 proposes to amend Section 56-1-200 of the S.C. Code of Laws (1976) so as to increase the fee for duplicate for lost or destroyed license from fifty cents to ten dollars.
Enactment of H. 4199 would have no effect on the State's General Fund.
Enactment of H. 4199 would increase revenues to the State Highway Fund by approximately $22,500 annually. The State Highway Department estimates that it costs approximately $8.30 to issue a duplicate drivers license. During FY 91, the State Highway Department issued 13,290 duplicate driver licenses at 50 cents each. Thus, based on the cost of issuing these licenses, the State Highway Department lost $103,662. Increasing this fee would cover the cost of issuing duplicate licenses and generate additional revenue.

TO AMEND SECTION 56-1-200, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO FEE FOR DUPLICATE FOR LOST OR DESTROYED LICENSE, SO AS TO INCREASE THE FEE FROM FIFTY CENTS TO TEN DOLLARS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 56-1-200 of the 1976 Code is amended to read:
"Section 56-1-200. In the event that a driver's license is lost or destroyed, the person to whom the license was issued may, upon payment of a fee of fifty cents, obtain a duplicate or, substitution thereof substitute license upon payment of a fee of ten dollars and upon furnishing proof satisfactory to the department that such the license has been lost or destroyed."
SECTION 2. This act takes effect upon approval by the Governor.
