TO APPROVE REGULATIONS OF THE STATE CROP PEST COMMISSION, CLEMSON UNIVERSITY, RELATING TO QUARANTINE OF PHYTOPHAGOUS SNAILS, DESIGNATED AS REGULATION DOCUMENT NUMBER 1720, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the State Crop Pest Commission, Clemson University, relating to Quarantine of Phytophagous Snails, designated as Regulation Document Number 1720, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.

Phytophagous snails are general plant feeders which consume succulent growth and fruit. In general these snails are voracious feeders causing substantial damage to plant crops. Since snails are hemaphroditic, reproduction can be very rapid, building up large numbers of offspring. One snail may produce up to 1000 offspring during its life span. Phytophagous snails as a group are considered to be serious agricultural pests. Such pests fall under quarantine restrictions in most states having a suitable climate for their buildup.
