The General Assembly of the State of South Carolina, begun and holden at Columbia on the second Tuesday in January, being the 14th day of the month.

Pursuant to the provisions of the Constitution, the members of the Senate assembled this day in the Senate Chamber at 12 o'clock Noon.

The Senate was called to order by the PRESIDENT, the Honorable Robert L. Peeler.

Proceedings were opened with prayer by the Chaplain, the Reverend George E. Meetze, of Columbia, S.C., as follows:

Beloved, hear words from the Prophet Jeremiah at a period in history of national and international turmoil, Jeremiah 6:16:

"Thus says the Lord; stand at the crossroads, and look, and ask for the ancient paths where the good-way lies; and walk in it, and find rest for your souls." Let us pray.

Father, whether in ancient times or in our modern days, others have spoken of "turning crises into opportunities." Others have told us that "man's extremities are God's opportunities." But Father, we sense danger today, and no human being can guess what will happen before this session ends.

We pray for Divine guidance and strength beyond our own as we pray together the prayer taught by the Man-from-Galilee:   "Our Father who art in Heaven: Hallowed be Thy Name. Thy Kingdom come, Thy will be done, on earth as it is in Heaven. Give us this day our daily bread; and forgive us our trespasses as we forgive those who trespass against us; and lead us not into temptation, but deliver us from evil; for Thine is the Kingdom, and the Power and the Glory, forever and ever." Amen.

On motion of Senator LEATHERMAN, the Senate proceeded to the Election of Officers.

Election of the PRESIDENT PRO TEMPORE

The PRESIDENT announced that nominations for the PRESIDENT Pro Tempore were in order.

Senator LEATHERMAN nominated Senator McCONNELL as PRESIDENT Pro Tempore.

Senator MOORE seconded the nomination.

Senator MARTIN moved that the nominations be closed and that Senator McCONNELL be elected PRESIDENT Pro Tempore.

The PRESIDENT Pro Tempore presented himself at the Bar and the oath of office was administered by the PRESIDENT.

Presentation of Ceremonial Robe

On motion of Senator COURSON, the PRESIDENT Pro Tempore was escorted to the podium by Senators J. VERNE SMITH, LEATHERMAN, LAND, HOLLAND and DRUMMOND and was presented a ceremonial robe.

It has been my distinct honor and privilege to represent the citizens of District 18 in the South Carolina Senate since 1999. However, it is with great anticipation that I look forward to assuming the duties of South Carolina's Lieutenant Governor.

Remarks by Senator BAUER

It is with mixed emotions that I speak to you today, knowing that I will never be able to come before you again.

One of the first things that I thought we ought to do as the institutional body that we are, as Senator RAVENEL said, "the Cadillac of elected office," is to thank our Lieutenant Governor. For the past eight years we have had a very honorable man serve in that position. I think we all owe Lieutenant Governor Peeler our gratitude for a job well done. Thank you, Governor.

You know I had the pleasure of serving in the House. I was "House-broken." I had two years over there and this is quite a different body. Many of you have sat down with me during some of these long nights we've spent up here and I can't tell you what your friendship has meant to me. I realize this is a body of living legends and I know someday my children will ask me about several of the distinctive members who serve in this body right now. I mean that from the bottom of my heart.

With that, I did want to mention two other folks. Two of our members who serve in this body fought very diligently for the office that I'm getting ready to take tomorrow. I want to applaud them on a first-class race that they ran. They are very honorable men and it could have very easily gone in the way of one of them, as well. I don't see Senator THOMAS in the Chamber, but my hat's off to Senator THOMAS and Senator LEVENTIS for a hard-fought battle.

With that, I look forward to serving as your next Lieutenant Governor.

Remarks by Senator KUHN

Thank you, Mr. President. Since I know we are probably about to adjourn, I thought I'd take a moment to ruminate. I think we'd be remiss if we didn't take a moment and recognize that this, indeed, is really a new day in South Carolina. For the first time in a long time we have a Republican governor and a Governor from Charleston coming in. We have a Republican majority in the House and a Republican majority in the Senate.

What I'd like to say about this is that, as we know, the news media likes to think this means that the Republicans run the State. But, those of us who serve in the General Assembly know better. The General Assembly runs this State. I'd just like to point out to the news media and to everybody in here - I hope my colleagues on the Republican side of the aisle and I know this to be the case - we recognize that we are here to work together for the best interests of the State of South Carolina. That's what we were all elected to do. Most of us in here really don't serve with the idea of an "R" or a "D" behind our names all the time. What we try to do is serve with the idea of helping the State of South Carolina.

I want to take a moment to thank our Governor, who's leaving tomorrow. I think that in my experience, Jim Hodges is one of the nicest people I have met. He is clearly one of the most honorable people we have had serve in the Governor's Office, as evidenced by the fact that he isn't just out distributing Orders of the Palmetto like they're paper. And, I think that it's indicative of the integrity he has had in office and indicative of the kind of person he is. I think we have been lucky to be under him for four years.

Obviously, I think we are extremely fortunate to have a new Governor who is an outstanding individual - who makes all of us in the General Assembly a little bit nervous because we know he has his own ideas and his own plans. His leadership is going to be good for the State of South Carolina. It's going to be good for us to be able to think about things we haven't thought about in a long time and think about new ways to help in the many areas in which we are here to help.

I was glad to be able to take a moment of personal privilege because actually I find it an extreme privilege to serve in the Senate of South Carolina. This has to be the highlight of my life, unquestionably -- other than marrying probably the best girl in South Carolina. I am so honored to be able to serve here. Reflecting on this honor after one year, as you know, there aren't many things in life that, when you actually get there, meet the expectations. Being a Senator in the State of South Carolina, however, far exceeds the expectations. I am still, a year later, humbled to be here, honored to be here, and feel privileged to work with such fine ladies and gentlemen on both sides of the aisle. I just find it a thrill to be back in session. I'm looking forward to being a member of the one body of the state legislature where, when we don't work together, we don't get anything done. I believe that everything about this body is what makes South Carolina honorable. I want to
