THE COMMITTEE ON EDUCATION AND PUBLIC WORKS

To whom was referred a Joint Resolution (H. 4085) to create a joint study committee to examine public and private school choice and to provide for the membership of the study, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass:

A JOINT RESOLUTION

TO CREATE A JOINT STUDY COMMITTEE TO EXAMINE PUBLIC AND PRIVATE SCHOOL CHOICE AND TO PROVIDE FOR THE MEMBERSHIP OF THE STUDY COMMITTEE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created a joint study committee to examine public and private school choice. The committee shall issue a report to the General Assembly by January 15, 2006 at which time the committee shall dissolve.

(B)    The committee shall be composed of the following members:

(1)    two members appointed by the Governor, one of which must represent the business community;

(2)    two members appointed by the President Pro Tempore of the Senate, one of which must represent the business community;

(3)    two members appointed by the Speaker of the House, one of which must represent the business community;

(4)    eight appointed by the State Superintendent of Education, four of which must represent private school education and four of which must represent home school education;

(5)    the Chairman of the Senate Finance Committee, or his designee;

(6)    the Chairman of the Senate Education Committee, or his designee;

(7)    the Chairman of the House Ways and Means Committee, or his designee;

(8)    the Chairman of the House Education and Public Works Committee, or his designee;

(9)    the State Superintendent of Education, or her designee;

(10)    the Executive Director of the South Carolina School Boards Association, or his designee;

(11)    the Executive Director of the South Carolina Association of School Administrators, or his designee;

(12)    the Executive Director of the Palmetto State Teachers Association, or his designee;

(13)    the Executive Director of the South Carolina Education Association, or his designee;

(14)    the Executive Director of the South Carolina State Chamber, or his designee;

(15)    the South Carolina Teacher of the Year.

(C)    All appointments shall be made by June 30, 2005. Those individuals making appointments shall notify the Governor of their appointments and the Governor shall call the initial meeting. The Governor's appointee representing business shall preside as chairman.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
