The House assembled at 12:00 noon.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:
Our thought for today is from Jeremiah 23:23: "Am I a God nearby, says the Lord, and not a God far off?"
Let us pray. Righteous God, author of all, equip us for service. Grant strength where there is weakness, faith where there is doubt, love where there is hate. Discourage us from being satisfied with anything less than our best. Energize these Representatives with Your caring heart, as they perform the duties and responsibilities of their office. Look in favor upon our Nation, State, and her leaders. We give thanks for those who support us all. Protect our defenders of freedom, as they protect us. Heal the wounds, those seen and those hidden, of our brave warriors. Lord, in Your mercy, hear our prayer. Amen.
Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

Due to a law school final, I was not able to vote in the election of University and College trustees in the Joint Assembly today. While I think all of the candidates were well-qualified and have served this State well in many other capacities, we are unfortunately limited to a certain number of votes. Had I been present to vote, I would have voted for the following candidates:
Clemson- Nicky McCarter, Ronnie Lee and Louis Lynn, although I believe Admiral Schachte should run for a seat in the next Clemson Board election, as he is running against a great group of Board Members this year.
Citadel- Pete McCoy, Sr., and Allison Dean Love
USC- none of the incumbents are opposed, but I would be honored to vote for Hugh Mobley once again.
Wil Lou Gray- I have not met a single candidate, and could not vote for them in good conscience.
I thank all of these candidates and those fortunate enough to win their respective positions, and urge them to do what is best for the students of the great State of South Carolina.
Rep. Boyd Brown
