The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.
A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:
In addressing Solomon, David admonished his son, saying:
"Take heed now, for the Lord has chosen you to build a house as the sanctuary; be strong, and act." (I Chronicles 28:10)
Join your heart with mine as we pray:
Holy God, just as David called upon Solomon to be strong and to act for the betterment of the people he was called to serve, so do we call upon each Senator and every aide also to be diligent in service. As these leaders together strive to build a stronger and ever-better South Carolina, lead them, Lord, to focus not upon easily achieved short-term successes but to strive for results which hold solid, long-term benefit for our State. Likewise, Lord, guide and strengthen the members of our Armed Forces, wherever they happen to serve. In Your loving name we pray, Lord. Amen.

Thank you very much, I will be brief. If you have driven the roads of the State, you should be ashamed. Where is the leadership? On I-95, you come up from Florida, six lanes are smooth. If you come up from Georgia, six lanes are smooth. When you hit South Carolina, there is a traffic jam. You can't even cut the grass in the median. I was with a lady yesterday who told me she hit a pothole in the Upstate. Her tire was flattened and she was thankful to be alive. The same thing happened to me three weeks ago on Highway 97 coming from Lancaster to Kershaw County. I hit a pothole and my tire was flat. Some of you may think it's funny. I was stuck on the side of the road in my suit and tie, in the rain, with no cell phone reception.
The two single big impediments of job growth in South Carolina is the tax structure of this State, which has put a burden on small business and on roads, which are literally falling apart beneath our tires. I don't agree with everything in this Bill. You don't agree with everything in this Bill. But, if we are not willing to take it up - if we are not willing to fight to repair the infrastructure in the State, we have problems. Ten years down the road our kids and grand kids will say, "where were you?"
