Amend the committee report, as and if amended, by adding an appropriately numbered SECTION to read:
/ SECTION ___. Article 3, Chapter 18, Title 59 of the 1976 Code is amended by adding:
"Section 59-18-325. (A) All students entering the eleventh grade for the first time in school year 2014-2015 and subsequent years, and all students entering the twelfth grade for the first time in school year 2014-2015 only, must be administered a career readiness assessment and a college readiness assessment that are provided by vendors and are procured by the department. The results of the assessments must be provided to each student, their respective schools, and to the State to:
(1) assist students, parents, teachers, and guidance counselors in developing individual graduation plan and in selecting courses aligned with each student's future ambitions;
(2) promote South Carolina's Work Ready Communities initiative; and
(3) meet federal and state accountability requirements.
(B) Students may subsequently use the results of these assessments to apply to college or to enter careers. The results must be added as part of each student's permanent record and maintained at the department for at least ten years. The purpose of the results is to provide instructional information to assist students, parents, and teachers to plan for each student's course selection. This course selection might include remediation courses, dual-enrollment courses, advanced placement courses, internships, or other options during the remaining semesters in high school. /

Thank you very much, I will be brief. If you have driven the roads of the State, you should be ashamed. Where is the leadership? On I-95, you come up from Florida, six lanes are smooth. If you come up from Georgia, six lanes are smooth. When you hit South Carolina, there is a traffic jam. You can't even cut the grass in the median. I was with a lady yesterday who told me she hit a pothole in the Upstate. Her tire was flattened and she was thankful to be alive. The same thing happened to me three weeks ago on Highway 97 coming from Lancaster to Kershaw County. I hit a pothole and my tire was flat. Some of you may think it's funny. I was stuck on the side of the road in my suit and tie, in the rain, with no cell phone reception.
The two single big impediments of job growth in South Carolina is the tax structure of this State, which has put a burden on small business and on roads, which are literally falling apart beneath our tires. I don't agree with everything in this Bill. You don't agree with everything in this Bill. But, if we are not willing to take it up - if we are not willing to fight to repair the infrastructure in the State, we have problems. Ten years down the road our kids and grand kids will say, "where were you?"
