The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

The prophet Ezekiel reported:

"I saw a great many bones on the floor of the valley, bones that were very dry. He asked me, '. . .can these bones live?' " (Ezekiel 37:2b, 3)

Friends, join your heart with mine as we pray:

Dear God, we can imagine ourselves also there in that valley with "dry bones" all around us: the unfinished business, the unresolved issues, the still unanswered questions of this legislative session, those matters that cry out for resolution. So we pray O Lord, that You will grant to each of these Senators and to every staff member a renewed desire and determination to continue charging ahead, laboring diligently to bring about ultimate good for every woman, man and child here in South Carolina. We hopefully pray this in Your loving name, Lord. Amen.

Amend the committee amendment, as and if amended, by striking SECTION 4 and inserting:

/   SECTION   4.   As of the effective date of this act, no state or local funds may be expended to directly or indirectly benefit a refugee placed in South Carolina under the Refugee Resettlement Program, except that the State Law Enforcement Division and local law enforcement agencies may expend those funds necessary to fulfill the obligations required of them by the provisions contained in this act. Except as it relates to SLED and local law enforcement agencies, funds may not be expended pursuant to this provision until separate legislation authorizing the expenditures is enacted. The prohibition on the expenditure of state or local funds contained in this act shall not apply to expenditures related to educating children in the Refugee Resettlement Program.       /

MOTION ADOPTED

On motion of Senator RANKIN, with unanimous consent, the Senate stood adjourned out of respect to the memory of Ms. Nancy Caviness Davis of Myrtle Beach, S.C. Nancy was the founder of Seaside Realty where she was a leading broker for over forty years. She was a member and sang in the choir at First United Methodist Church. She was an artist, sculptor and a state champion tennis player who enjoyed traveling. Nancy was a loving wife, devoted mother and doting grandmother who will be dearly missed.

ADJOURNMENT
