    AN ACT TO AMEND SECTION 11-35-40, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE APPLICATION OF THE PROCUREMENT CODE, SO AS TO EXEMPT LICENSES GRANTED BY THE FEDERAL COMMUNICATION COMMISSION TO GREENVILLE TECHNICAL COLLEGE AND TRIDENT TECHNICAL COLLEGE THAT AUTHORIZE THE USE OF THE EDUCATIONAL BROADBAND SERVICE SPECTRUM FROM THE PROCUREMENT CODE AND TO PROVIDE THAT LEASE AGREEMENTS BETWEEN THE RESPECTIVE COLLEGES AND THIRD PARTIES MAY NOT INCLUDE PRICING REQUIREMENTS AND MUST RESULT IN THE RECEIPT OF THE MARKET RATE FOR THE SPECTRUM CAPACITY. - ratified title
