    A Bill to amend Section 4-9-39, Code of Laws of South Carolina, 1976, relating to the funding of county public library systems and the transfer of assets and property owned by any county library prior to the creation of a library system under Section 4-9-35, so as to delete the requirement that all such transferred assets and property be used exclusively for library purposes, and provide that any decision to sell or otherwise transfer the property for use other than for library purposes must be made by a two-thirds vote of the county governing body.-amended title
