    A Bill to amend Title 43, Code of Laws of South Carolina, 1976, by adding Chapter 35 so as to enact the Omnibus Adult Protection Act; and among other things to define terms; to provide for the duties of the Adult Protective Services Program and the Long Term Care Ombudsman Program, relative to adult abuse, neglect and exploitation; to designate those required to report; to establish reporting and investigating procedures; to provide family court procedures; to abrogate the husband-wife and doctor-patient privilege in adult abuse cases; to provide for emergency removal of an adult; to provide immunity for good faith reporting; to provide civil and criminal penalties; to create the Adult Protection Coordinating Council and to provide for its membership and duties; to amend Section 8-17-340, relating to the State Employee Grievance Committee, so as to revise the standard for reviewing a case involving abuse, neglect, or exploitation;and to repeal Section 23-1-220 and Chapters 29 and 30 of Title 43; to add Section 43-38-60 so as to authorize the Ombudsman Program to designate entities pursuant to the Older Americans Act; to amend Section 20-7-670, relating to institutional abuse, so as to direct the Ombudsman of the Governor's Office to investigate certain cases of institutional abuse; to amend Section 40-35-90, as amended, relating to the duties of the Board of Examiners for Nursing Home Administrators and Community Residential Care Facility Administrators, so as to change a reference to the Long Term Care Ombudsman; to amend Section 43-33-40, relating to definitions under the South Carolina Protection and Advocacy System for the Handicapped, so as to conform internal cross references; to amend Section 43-38-20, relating to the authority of the Ombudsman of the Governor's Office, so as to change this to the Long Term Care Ombudsman Program; and to amend Section 44-7-370, as amended, relating to the Department of Health and Environmental Control Residential Care Committee, so as to conform references to this Act.-amended title
